Brief Job Description:
Performs highly complex (senior-level) data analysis and data research work involving conducting extensive data research and analyzing and reporting the results. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. May serve as a lead or supervisor.
Essential Job Functions:
Guide the selection of data management tools and the development of standards, usage guidelines, and procedures for those tools.
- Directs the evaluation, selection, and implementation of data management and QC/QA tools by assessing functionality, alignment with agency reporting needs, and integration with ODSI’s standardized quality control processes.
- Establishes and maintains procedures, guidelines, and data standards that ensure accurate, consistent, and secure use of tools across ODSI teams.
Define, develop, and implement data and reporting standards.
- Develops and maintains standardized quality control and quality assurance protocols that support consistent and reliable ODSI data and analytics reporting.
- Implements standard reporting and quality control frameworks by partnering with ODSI and program leadership to ensure compliance with agency policies, federal/state guidelines, and documentation requirements.
Develop data quality measures, analyze data quality results, and implement necessary changes to ensure data quality improvement.
- Designs, implements, and evaluates data quality metrics, quality control procedures, and review workflows used across ODSI to identify systemic issues affecting accuracy, consistency, and completeness.
- Analyzes quality control and quality assurance results to identify patterns, root causes, and operational impacts, then develops and recommends corrective actions to improve data quality and reporting reliability.
Develop software applications or programming to use for statistical modeling, data analysis, and graphic analysis.
- Develops, reviews, and optimizes scripts, code, or automated tools used for quality control and quality assurance validation, testing, and reporting.
- Builds visual analytics tools and dashboards to support quality control and quality assurance processes, pattern detection, and communication of findings to analysts and leadership.
Identify and interpret data patterns and trends and assess data quality.
- Conducts advanced analysis to identify anomalies, trends, and data patterns across systems, reports, and reporting periods to detect potential quality concerns or logic inconsistencies.
- Synthesizes quality control and quality assurance outcomes into actionable insights and recommendations that help leadership understand risks, trends, and opportunities to strengthen data reliability.
Prepare concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.
- Creates clear, evidence-based quality control and quality assurance technical reports summarizing findings, identifying alternatives, and recommending revisions to logic and methodology.
- Documents and communicates justification for required data report revisions, ensuring transparency, traceability, and alignment with DFPS priorities and reporting standards.
Establish and maintain standard work procedures governing the appropriate use of data.
- Develops, documents, and maintains ODSI’s standardized quality control and quality assurance procedures, ensuring agency wide alignment with data governance principles, security requirements, and ethical data use.
- Leads periodic reviews and updates of quality control and quality assurance procedures to incorporate system changes, new reporting requirements, and lessons learned from ongoing quality control activities.
- Provides training and guidance to ODSI and program staff on approved data standard and quality control processes.
Collects, queries, and analyzes data using standard statistical tools, applications, methods, and techniques.
- Performs complex data querying, reconciliation, and validation using approved tools and methodologies to independently verify ODSI reporting products.
- Supports high impact quality control and quality assurance projects by applying data management, statistical methods, and rigorous review techniques to evaluate data reliability under tight timelines.
Interprets data analysis results to identify significant differences and trends in data to inform decisions.
- Interprets quality control and quality assurance results to identify meaningful discrepancies, variances, or emerging trends that affect reporting accuracy and operational decision making.
- Translate complex analytical outcomes into clear, actionable insights that support policy development, resource allocation, and program planning.
Consults with internal and external customers to identify data analytics needs.
- Serves as the primary liaison for the Quality Control Unit, consulting with internal and external stakeholders to understand data needs, quality expectations, and reporting risks.
- Translates quality control and quality assurance findings into clear, actionable information for leadership, analysts, and program staff to inform decision making and prioritization.
Cleans and prunes data to discard irrelevant information.
- Cleans, validates, and transforms large datasets to remove incomplete, duplicate, inconsistent, or irrelevant records as part of quality control and quality assurance processes.
- Applies standardized cleaning and transformation rules to ensure data is accurate, consistent, and properly structured for analysis or replication.
May serve as a lead or supervisor.
- Provides day-to-day direction for the Quality Control team, including assigning work, reviewing progress, and ensuring QC tasks are completed accurately and on time.
- Offers coaching, support, and technical guidance to ODSI analysts, helping them understand QC standards, review methods, and data quality expectations.
- Leads training and skill building activities for staff and other ODSI analysts to ensure consistent application of quality control processes, tools, and procedures across the agency.

Knowledge, Skills and Abilities:
Ability to maintain the security and integrity of the infrastructure per Governor Abbot Executive Order GA-48.
Knowledge of statistics and analyzing data sets; running queries, report writing, and presenting findings; and record keeping, including security procedures for handling, protecting, and distributing confidential data.
Knowledge of data models, database design development, data mining, and segmentation techniques.
Strong knowledge of data quality principles, including validation methods, error detection, and root cause analysis.
Knowledge of data management tools and reporting systems commonly used in analytics, quality control, and data governance.
Understanding of SQL, data querying, and statistical analysis techniques used to verify data accuracy and consistency.
Knowledge of reporting standards and business rules used for operational, performance, or legislative reporting.
Familiarity with data visualization tools and techniques, including dashboards, charts, and trend analysis.
Knowledge of project management principles, including planning, prioritizing, and coordinating analytic work.
Skill in analyzing problems and devising effective solutions.
Skill in analyzing data for accuracy, completeness, and relevance, and identifying problems or inconsistencies.
