Process Safety Management Lead

The Process Safety Management Lead is responsible for the implementation, management, and continuous
improvement of the Process Safety Management (PSM) programs at the Veolia Beaumont
site, in accordance with CFR 1910.119. This position will also support compliance with EPA’s Risk
Management Program (RMP) 40 CFR Part 68. This position reports to the Beaumont site EHS
Manager.

mitigation strategies and programs. You will be responsible for establishing and continuously
improving the Process Safety Management (PSM) programs at the site and supporting other
departments in complying with regulatory and Veolia process safety requirements. You will
lead and participate in incident investigations, root cause analyses, management of change (MOC),
processes hazard analysis (PHA) studies, and the implementation of corrective and preventive
actions. You will work closely with Production, Engineering, Technology, Global Process Chemistry
and other EHS functions in the Veolia business.
ESSENTIAL FUNCTIONS
- Develop and maintain Process Safety Management programs in compliance with regulatory requirements (e.g., OSHA, EPA)
- Define and track process safety metrics and analyze data from incident reports to improve PSM practices
- Facilitate Process Hazard Analysis program, ensuring regulatory compliance with all elements of 29 CFR 1910.119
- Develop and implement process hazards analysis (PHA) recommendations to reduce risk
- Lead incident investigations and root cause analyses of process safety events, loss of containment, and near-miss events to identify root causes and recommend sustainable corrective actions
- Support and facilitate risk assessments for Management of Change (MOC) and Pre-Startup Safety Review (PSSR) processes
- Enhance our Contractor Management program.
- Oversee and provide technical support for the Gensuite (EHS management system) Management of Change process
- Support project teams to ensure all aspects of process safety are addressed in projects
- Develop and deliver training programs for employees on internal process safety standards, guidelines, and industry best practices
- Work closely with global support teams, including Technology, Process Chemistry, and Engineering to enhance process safety awareness and performance across the organization
- Implement internal standards for hazardous processes (e.g. flammable materials, combustible dust handling and neutralization reactions)
- Prepare detailed reports and presentations on process safety performance and recommendations for management review
- Stay updated on changes in regulations and adjust PSM programs accordingly
- Lead initiatives aimed at continuous improvement of process safety performance and overall operational excellence
- Utilize technical expertise and industry knowledge to propose innovative solutions to safety challenges
Qualifications
QUALIFICATIONS / REQUIREMENTS
- Bachelor's Degree in Science, preferably Chemical Engineering
- Minimum 15-20 years of experience in EHS, Engineering or related fields, with minimum of 3 years of progressive Process Safety Management (PSM) experience
- Knowledge of OSHA PSM and EPA RMP regulatory requirements
- Experience writing MOCs, participating in PHAs, leading RCAs, and leading PSSRs
- Understanding of chemical plant processes and process hazards, including flammability, toxicity, reactivity, corrosivity, etc.
- Initiative to drive continuous improvement in process safety management programs
- Experience in conducting process safety training
- Understanding of risk assessment and process hazard analysis processes
- Fluent in English, with strong oral and written communication skills to interpret EPA, OSHA, and other regulations and liaise with a variety of stakeholders
DESIRED QUALIFICATIONS
- Proficiency in HAZOP, What-If, LOPA, and/or QRA
- Experience in Emergency Response
- Familiar with NFPA 30
- Familiar with WinCC or equivalent programs
- Knowledge of SAP
- Holds a Certified Safety Professional (CSP) certification
