Openwork is assisting in filling an ARPA Financial Analyst role with Harris County. This position supports high-impact public health initiatives by managing the financial lifecycle of American Rescue Plan Act (ARPA) funded projects, ensuring accuracy, compliance, and strategic alignment.

What You’ll Be Responsible For:

• Develop and manage budgets, forecasts, and financial plans for multiple projects.
• Monitor expenditures and perform budget-to-actual variance analysis.
• Prepare financial reports, executive summaries, and budget narratives.
• Track project timelines, milestones, and reporting deadlines.
• Support budget amendments and ad hoc financial reporting requests.
• Oversee purchasing activities, including vendor payments and requisitions.
• Collaborate with program leaders, auditors, and stakeholders to ensure compliance.
• Identify process improvements and provide data-driven insights.

What You Bring to the Role:

• Minimum of 5+ years of experience in finance, accounting, or grant management.
• Experience in government, nonprofit, or commercial financial operations required.
• Experience with financial systems such as PeopleSoft or Oracle preferred.
• Advanced proficiency in Microsoft Office (Excel, PowerPoint, Outlook).
• Strong analytical, organizational, and problem-solving skills.
• Ability to interpret financial data and communicate insights effectively.
• Bachelor’s degree in Finance, Business Administration, Economics, or related field.
