Introduction
The Texas Climate Jobs Project seeks a strategic and dynamic Deputy Director of Workforce Development who will lead efforts to further develop the Texas Construction Career Pathways MC3 program (TCCP MC3), a statewide workforce development apprenticeship readiness program.

The nationally recognized construction curriculum, Multi-Craft Core Curriculum (MC3). MC3 is a 120-hour course created by North America’s Building Trades Unions, and it is designed to introduce adult learners to the multitude of construction and building trades; the design and value of registered apprenticeship as a postsecondary education; and prepare them with a career path in the construction industry. MC3 adheres to core units and learning objectives around construction math, green construction, labor union history, construction tools, career readiness, and financial literacy, along with other topics that prepare students for union construction registered apprenticeship programs.

Overview of the Workforce Development Program
Texas Construction Career Pathways (TCCP) is the workforce development division of Texas Climate Jobs Project, beginning in 2024, and it hosts our grant-funded apprenticeship readiness program. Over the short course of our division’s launch since 2024, we have graduated nearly 100 TCCP participants from our 3-week program across Austin, Houston, and Dallas-Ft. Worth.

Our program’s mission is to continue our successful trajectory and support the growth of the union building and construction trades skilled workforce in Texas by creating a pathway to registered apprenticeship as a mode of further education and career growth. TCCP MC3 is designed to educate, support, prepare, and empower communities of workers that are under-resourced, historically marginalized, and are entering the workforce or changing careers by providing them access to postsecondary education opportunities through union-skilled trade registered apprenticeships and construction careers, which promote financial stability and upskilling career growth.

Texas Climate Jobs Project is part of Fair Shot Texas, a tax-exempt 501(c)3, and was founded by the Texas AFL-CIO and other labor unions across the state to advance a working families policy agenda in Texas.

The Job
The Deputy Director of Workforce Development is a full-time, exempt leadership position at Texas Climate Jobs Project responsible for supervising staff. Responsibilities include:

  • Technical Assistance & Instructional Leadership: Lead and support the in-classroom administration of the MC3 curriculum during the annual and cyclic planning and execution phases of TCCP cohorts. Support the instruction team to deliver an engaging curriculum and garner support from guest/staff instructors for the TCCP MC3 program, emphasising construction industry-specific career readiness. Support the creation and development of engaging and effective lesson plans and hands-on activities that cover essential topics, including but not limited to construction math, professionalism/job readiness, technical skills, financial literacy, and green construction.
  • Program Leadership: Develop and implement plans to deepen the program’s statewide impact, including identifying new regions, partners, and participants. Lead in the tracking of the program’s impact metrics, such as enrollment, completion rates, apprenticeship placements, and long-term career outcomes, to support program sustainability. Position the TCCP MC3 program as a model for workforce equity and quality training in the construction industry to stakeholders and community partners. Identify best practices and innovative approaches to replicate across multiple regions in the state.
  • Staff Supervision and Professional Development: Support and further develop the workforce development program by managing program staff and fostering teamwork and collaboration; support the establishment, adherence to, and continuous communications of clear objectives for TCCP lessons of MC3 units, and program participant expectations.
  • Registered Apprenticeship Relationships: Support fostering deeper relationships with registered apprenticeship programs across the state by supporting a year-round engagement calendar consisting of virtual and in-person meetings, events, and presentations.
  • MC3 Certification: As required by TradesFutures, the deputy director of workforce development must undergo certification training to gain access to the MC3 curriculum.
  • Administration and Operations: Work with the Workforce Development Director and Operations Director to help support effective administrative and operations functions, including payroll, tax obligations, financial records, grant management, ethics compliance, and more.
  • Federal Grant Management: Experience with managing federally funded projects is a plus.
  • Other duties and responsibilities as needed

Primary Characteristics and Experience
The Deputy Director of Workforce Development should be an experienced, passionate advocate for access to postsecondary education and career opportunities, a deep believer in the power of unions to lead on strengthening the Texas skilled trades workforce, and committed to meeting the existential threat of both global climate change and economic inequality with bold, transformative workforce development programmatic initiatives.

In addition, the Deputy Director of Workforce Development should have:

  • A minimum of one year of experience managing staff
  • Construction industry knowledge and understanding of the intersection of the industry with career and technical education at the K-12 level;
  • In-depth understanding of Department of Labor registered apprenticeship model;
  • A minimum of two years of experience working in the construction industry;
  • Experience teaching or training in a classroom setting, experience with developing curriculum, preferably for adult learners, or under-resourced populations;
  • Construction industry exposure to support the Workforce Development coordinating team in creating opportunities for TCCP participants to engage with labor and construction industry experts to foster industry awareness.
  • Knowledge of community partnerships across Austin, DFW, and Houston to support community engagement and help foster and establish strong relationships between program participants and community resources;
  • Demonstrated leadership and management experience, with non-profit management a significant plus;
  • Deep knowledge and demonstrated commitment to the labor movement, preferably in Texas;
  • Excellent communication skills: verbal and listening, writing, outgoing presentation, and the passion and presence to be a dynamic leader;
  • Successful track record in fundraising/development and experience engaging donors of all levels;
  • An understanding of sound nonprofit business and financial practices; demonstrated financial and budgeting skills.

Location: This position is based in Houston, Dallas-Ft. Worth or Austin, TX, with frequent travel between these 3 metroplex regions, and occasional travel in the rest of the state.

Salary: Minimum $82,000 with potential adjustments upward depending on experience.
