We are seeking an exceptional Director of the Maintenance Division to lead the modernization, resilience, and emergency readiness of a critical statewide transportation system. This role sets strategic direction for maintenance operations, field engineering, pavement and vegetation management, and disaster response while ensuring infrastructure is safe, reliable, and prepared for evolving demands.

Position Description
Directs and manages all activities of the Maintenance Division to include oversight of maintenance operations and field engineering, emergency management operations, vegetation management, pavement management, and architectural services. Reports to the Senior Director Engineering and Safety Operations. Work requires extensive contact with high-level executives, governmental officials and private entities. Employees at this level perform work at the highest level of discretion and independent judgment and are responsible for final outcome.
- Assists in the development and review of specifications for transportation maintenance or construction projects.
- Assists in the development of contracts and agreements.
- Directs the design, construction and renovation of Department facilities.
- Identifies and establishes a plan to address desired maintenance levels on a statewide basis.
- Identifies and recommends statewide maintenance training needs.
- Monitors maintenance operations statewide and oversees field inspections of maintenance activities.
- Oversees and directs risk assessments in areas of responsibility of potential fraud, waste and abuse and in conjunction with the
- Administration, develops and implements policies and procedures to identify, prevent and eliminate fraud, waste and abuse.
- Oversees technical assistance in the proper selection and use of materials, processes, practices, and procedures in maintenance operations and pavement management/design.
- Oversees the coordination of emergency maintenance operations and serves as Incident Commander (Disaster Recovery).
- Recommends staffing and funding for Maintenance Division activities and assists in the development, preparation, and management of the Department maintenance budget.
- Recommends to the Deputy Executive Director/Chief Engineer major maintenance and betterment programs and implements policy and procedures for Department maintenance activities.
- Represents the Department at national, state and local levels concerning the Maintenance Division's activities.
- Reviews proposed legislation and directs the implementation of legislation affecting the division's activities.
- Oversees and monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
- Performs other job responsibilities as assigned.
Education:
Bachelor's Degree in Engineering.
Experience:
5 years of experience in transportation engineering as LPE. (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Must have three (3) years managerial/supervisory experience.
Licenses and Certifications:
Valid driver’s license. This position requires driving a state vehicle.
TX Licensed Professional Engineer
Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Physical Requirements and Working Conditions:
