Program Specialist II (Program Specialist)
This position performs administrative activities related to the Open Records Office, technical training, program assessment, planning, and research. Program specialists support, collaborate, and act as a liaison to staff, government contractors, and the general public and assist in explaining program specifics and requirements. This position monitors and reviews compliance with requirements, laws, policies, and procedures for the Open Records Office. This position performs moderately complex (journey-level) consultative services and technical assistance works under general supervision, with limited latitude for the use of initiative and independent judgment.
An ideal candidate would be detail-oriented and quick to learn new software and procedures. A strong performer in this position is one that is good at managing a daily task list and is ready to help the open records staff, other TDI staff, and public requestors.
This position:
- Route requests to open records liaisons.
- Enter requests that are received outside of GovQA.
- Assist with running and disseminating daily deputy commissioners report.
- Conducts audits to ensure requests met all internal process steps.
- Draft responses to open records requests sent by the public.
- Create and send invoices on open records requests.
- Answer incoming phone calls and emails from the public on open records related issues.
- Monitor deadlines and send reminders to program liaisons.
- Monitor and maintain payments received, run fee reports, and submit fee code reallocations forms for accounting purposes.
- Assist the Open Records Office in OAG referral administration, edit referral documents, and process rulings received from OAG.
- Review and draft clarifications to requestors.
- Assist open records attorneys with OAG reporting on billing data.
- Serves as primary or backup for other functions of the Chief Clerk and Open Records Office as needed.
- Provide assistance to General Counsel Division staff as needed.
- Performs other duties as assigned.
This position requires:
- Graduation from an accredited four-year college or university.
- Two (2) years’ experience in administrative support, clerical work, data-entry, open records, or technical program assistance work.
- Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.
- Regular work attendance.

- Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.
- Adaptability in learning the use of other essential software including GovQA.
- Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to market programs; to prepare reports; to develop, evaluate, and interpret policies and procedures; and to communicate effectively.
This position requires the demonstrated ability to:
- Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.
- Maintain the confidentiality of sensitive information.
- Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.
- Manage and coordinate multiple tasks and priorities to meet necessary deadlines.
- Work both independently and as a team player.
