Manager, SCADA and Commissioning

Position Summary:
Provide hands-on execution support to the OT/SCADA and Performance Technology functions during design review, construction, commissioning, and turnover. This role reports to Senior Manager, Operations Technology and SCADA. This role manages day-to-day follow-up, evidence collection, issue tracking, and documentation control to help ensure OT networks, SCADA/data systems, and performance monitoring interfaces meet Owner standards and are turned over cleanly. In coordination with Engineering (who owns the overall OE review process), this role provides technical review oversight for OE outputs related to OT/SCADA and performance monitoring/data scope to ensure review quality, completeness, and alignment with Owner standards and acceptance expectations.
Core Outcomes:
Technical review outputs from the OE for OT/SCADA and performance monitoring/data scope are complete, accurate, and aligned to Owner standards and acceptance expectations.
Commissioning and readiness activities progress with timely, complete evidence packages (FAT/SAT artifacts, screenshots, trends, logs) and clear closure criteria for open items.
OT/SCADA and performance‑data issues and punch list items are tracked, escalated appropriately, and closed with verified evidence and documentation updates.
Field systems are validated for baseline operability and monitoring readiness (communications, data quality, alarms/HMI usability, system health monitoring, secure access readiness) prior to key project gates/turnover.
Key Responsibilities:
Technical Review Oversight (OE Outputs – OT/SCADA & Performance Monitoring/Data Scope)
Review OE comments and EPC deliverables for OT/SCADA and performance monitoring/data scope to confirm the correct items are being reviewed and that comment quality and completeness meet Owner expectations.
Validate alignment of OE technical comments to Owner standards, specifications, and acceptance criteria; flag mis-scoped comments or gaps for correction.
Provide consolidated technical inputs back to Engineering for inclusion in the overall review package and cross-discipline comment log.
Escalate high-risk findings, unclear requirements, or recurring review quality issues to the Senior Manager for guidance and resolution.
Commissioning Execution Support (FAT/SAT)
Support development and execution of commissioning checklists and readiness reviews for OT networks, SCADA/data systems, plant and grid controls interfaces, and external telemetry.
Coordinate with vendors/EPC to schedule tests; prepare agendas, prerequisites, and post-test evidence packages.
Document commissioning tests (remote or onsite) including results, deficiencies, and follow-ups in a structured format.
Confirm performance monitoring readiness during SAT closeout by verifying that required operational/performance data signals are present, scaled, historized (where applicable), and usable for downstream reporting/monitoring.
Coordinate with the Construction Manager and Owner's Engineer on site during commissioning for OT/SCADA and performance monitoring/data scope, including test sequencing, prerequisite verification, evidence acceptance, punch list prioritization, and FAT/SAT/turnover readiness calls.
Coordinate with and support Owner-designated BESS commissioning SME consultants during energy storage project commissioning, including BMS/PCS integration, capacity testing, and RTE validation scope. Provide technical oversight and standards alignment support in coordination with the Senior Manager, OT/SCADA, and assist with evidence collection and documentation for BESS-specific commissioning activities.
Verify that site access controls, user account configurations, and remote access paths are established per Owner standards prior to turnover, escalating gaps to the Senior Manager.
Escalate cross-scope, disputed, or systemic items to the Senior Manager, OT/SCADA.
Evidence Review and Issue / Punch List Management
Maintain OT/SCADA and performance‑data issue/punch list logs; ensure each item includes requirement reference, Owner expectation, evidence needed for closure, and current status.
Perform first-pass review of vendor-provided evidence (screenshots, trends, logs, configuration exports) and flag gaps or inconsistencies for Senior Manager review when needed.
Drive routine follow-up and coordination with vendors/EPC to progress closure; escalate only high-risk, disputed, or systemic items.
OT/SCADA + Performance Data Readiness Verification
Support validation of tag lists and data paths for OT/SCADA and performance monitoring needs: naming, scaling, units, quality flags, and point-to-point mapping verification.
Assist with data troubleshooting (gaps, time alignment, stale/frozen values, signal plausibility) and compile objective evidence for corrective actions.
Support integration readiness for Owner‑designated monitoring/reporting tools by confirming required data is available and stable (availability signals, alarm/event visibility, basic production/operational telemetry as applicable), without taking ownership of performance analytics methodology.
Escalate systemic data quality issues, unresolved integration failures, or recurring anomalies that require root-cause analysis or multi-party resolution to the Senior Manager, OT/SCADA.
Documentation Control and Turnover
Organize and maintain OT/SCADA and performance‑related documentation packages including, but not limited to: drawings, narratives, test reports, point lists, configuration baselines, device inventories, procedures, access/credentials records (as applicable), and as-builts.
Validate that submitted documents are complete, consistent, and properly referenced (document numbers, revisions) prior to routing for Owner review.
Support turnover readiness by confirming required deliverables and evidence are available in designated repositories and are usable for operations support.
Capture and communicate field observations, recurring issues, and commissioning findings to the Senior Manager to support lessons learned and standards improvement efforts.
Education and Qualifications:
Bachelor’s degree in Electrical Engineering, Computer Engineering, Information Technology, or related field (or equivalent experience).
5+ years of experience supporting OT/SCADA, industrial controls, substation/plant integration, or commissioning activities.
Strong documentation and organization skills; comfortable maintaining logs, coordinating reviews, and assembling evidence packages.
Ability to assess review quality (clarity/completeness/consistency) and coordinate across multiple parties to drive closure.
Willingness and ability to travel to project sites as needed during active construction/commissioning windows, such as FAT, SAT, and turnover.
Preferred
Experience working with Owner’s Engineers or design review processes; familiarity with comment logs and review workflows.
Experience with SCADA/HMI platforms and/or historian systems; familiarity with basic scripting/automation for troubleshooting.
Exposure to OT cybersecurity practices relevant to commissioning environments, including role-based access control, secure remote access methods, and transient cyber asset controls.
Familiarity with performance monitoring concepts in renewables (e.g., basic availability/telemetry signals, data quality validation, and evidence-based issue closure) is a plus.
Familiarity with BESS OT/SCADA integration concepts, including BMS, PCS, and EMS interfaces and their distinct commissioning and evidence requirements relative to PV systems.
Familiarity with inverter-based resource (IBR) commissioning requirements and applicable NERC reliability standards for IBR performance and disturbance monitoring.
Working Conditions
Combination of office/remote work and on-site field support during critical commissioning periods, including but not limited to FAT, SAT, and turnover windows.
May require after-hours support during time-sensitive cutovers or testing activities.
