Utility Billing Technician II

Summary
Under the general supervision of the division supervisor, the Utility Billing Technician II is responsible for a variety of tasks according to assignment, prepares, bills, and receives monies for permits, applications, licenses, and/or utilities. Provides telephone and direct customer service information related to area of assignment. Maintains and updates databases, prepares department, division, or section reports, spreadsheets, and updates records and files. Reviews and processes account adjustments. This position is highly visible to the public and must be able to use effective problem-solving skills, especially during conflictive situations. The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.
Essential Job Functions & Other Important Duties
- Provides information, instruction and/or direction by telephone or direct contact related to area of assignment; directs inquiries to appropriate staff member.
- Completes service orders related to connections, disconnections and/or transfer of water service within the City.
- Prepares fees, charges, and billing information for mailing.
- Notifies customers of monies due, account renewal or follow up needed.
- Receives and prepares receipts for monies collected.
- Balances cash drawer and prepares bank deposits.
- Calculates and processes various adjustments (leak credits, penalty adjustments, etc.) to customer's account where warranted.
- Responds to customer inquiries and complaints regarding billing procedures, payment arrangements, high bills, meter readings, consumption usage, rate charges, etc.
- Maintains and updates databases, spreadsheets, billing records, personal information, timesheets, records and files.
- Researches and develops solutions to billing issues that may arise.
- Communicates with other City departments regarding interoffice procedures and requirements in order to ensure effective and efficient workflow.
- Performs routine clerical duties such as filing, preparing reports, mailings and/or other office tasks.
- Opens, date stamps and distributes mail to appropriate personnel or department.
- Orders and maintains office supplies.
- Maintains a safe, clean office environment.
- Travels to run errands, pick up and deliver reports, mail, and supplies.
- Performs other related duties as assigned.
- Regular and consistent attendance for the assigned work hours is essential.
Job Requirements
- Knowledge of technical information and procedures related to area of assignment.
- Knowledge of computers and related equipment, hardware and software for area of assignment.
- Knowledge of customer service and public relations techniques.
- Knowledge of money handling policies and procedures.
- Knowledge of City policies and procedures.
- Skill in effective oral and written communications.
- Skill in effectively responding to or referring technical inquiries related to area of assignment.
- Skill in entering, maintaining, updating and retrieving database information .
- Skill in computing accurate fees or payments due and providing receipts and change.
- Skill in problem solving and conflict resolution to effectively handle customer complaints and concerns.
- High School Diploma or G.E.D., and three (3) years customer service, billing or cashiering experience; or equivalent combination of education and experience.
- Must pass a pre-employment drug screen, criminal background check and MVR check.
- Must possess a valid State of Texas Driver's License.

- Repetitive Motion - substantial movements of wrists, hands, fingers.
- Speaking - expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.
- Standing - for sustained periods of time.
- Stooping - bending body downward, forward at waist, with full motion of lower extremities and back.
- Talking 1- expressing ideas by spoken word.
- Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
- Walking - on foot to accomplish tasks, long distances, or site to site.
- Work performed is primarily sedentary work, exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
- Equipment utilized includes personal computer, copier, calculator, fax machine and other standard office equipment.
