L2 Defense is seeking a CBRN SME to join our team of professionals in the Military Services Division, which provides crucial evaluation and training support to ARNORTH’s Civil Support Training Activity (CSTA). From our satellite office at Fort Sam Houston in San Antonio, TX, and under limited supervision of the Program Manager, the CBRN SME will assist military and government service (GS) personnel in training and evaluating individual and collective tasks, as well as tactics, techniques, and procedures (TTPs) for Department of Defense (DOD) Active Duty, Reserve, and National Guard personnel performing Reconnaissance, Surveillance, and Mass Casualty Decontamination (MCD) missions in support of Defense Support of Civil Authorities (DSCA) Operations, IAW current Training and Evaluation Outlines (T&EOs).

The CBRN SME will also provide daily oral and written feedback assessing unit performance using formal and informal AAR out-brief formats. The ideal candidate will have proven Reconnaissance and Surveillance as well as Decontamination expertise, strong organizational abilities, and excellent written, verbal, and presentation skills.

Major Duties and Responsibilities

  • Assist military and GS personnel in the design, planning, coordination, preparation, and execution of training/exercise events.
  • Support scenario development and synchronization to achieve CBRN Response Enterprise unit training goals and objectives through:
• Section and Team training
• Hazard analysis, mitigation, modeling, and consequence management
• Tabletop Exercises (TTXs), Command Post Exercises (CPXs), and Field Training Exercises (FTXs)
  • Support CSTA in conducting training and evaluation of CRE Enterprise personnel in:
• Reconnaissance and surveillance operations
• Ambulatory, non-ambulatory, and mass casualty decontamination operations
• Technical and emergency decontamination
• Contaminated casualty collection/transport operations
• Mission preparation (planning, troop leading procedures, PCC/PCI, rehearsals)
• Selection and wear of Personal Protective Equipment (PPE)
  • Assess a unit’s ability to:
• Conduct CBRN information collection, threat/hazard assessment, and reporting
• Provide tailorable, scalable, and adaptive CBRN reconnaissance, protection, and hazard mitigation
• Perform core CBRN functions of Assess, Protect, and Mitigate
• Manage survey, monitoring, and marking tasks
  • Provide equipment training on military and commercial-off-the-shelf (COTS) systems.
  • Review and recommend updates to U.S. Military doctrinal publications and T&EOs.

Requirements

Knowledge and Skills

  • Functional knowledge of current/emerging doctrine from DOD, DHS, EPA, and other federal/state agencies.
  • Familiar with 29 CFR 1910.120 and NFPA standards for hazardous materials incident response and mitigation.
  • Knowledge of current CBRN TTPs, T&EOs, and employment concepts for both R&S and MCD missions.
  • Skilled in equipment instruction (set-up, operation, maintenance).
  • Able to coordinate and conduct staff actions, briefings (up to Senior Agency Official level), and written reports.
  • Strong writing, presentation, organizational, and multi-tasking skills.
  • Proficient in Microsoft Office Suite; effective in both independent and team environments.

Minimum Qualifications

  • Possess or able to obtain a Secret security clearance.
  • Bachelor’s degree preferred (associate’s degree considered with extensive experience).
  • IFSAC/Pro Board hazardous materials certification (Operations level required; Technician preferred).
  • Minimum 10 years of CBRN/HAZMAT experience with progressive responsibility.
  • Proven Reconnaissance and/or Decontamination expertise.
  • Minimum 5 years of DSCA operations/training experience (preferred).
  • Completion of ICS 100, 200, and 300.

Salary and Benefits

• Annual salary $70,000 - $75,000; based on years of experience and demonstrated skill.

Office Location and Schedule

  • Primary office location: Fort Sam Houston, San Antonio, TX.
  • Full-time position; generally, 8 hours/day at the primary office.
  • During off-site support:
• 12-hour workdays, potentially up to 14 consecutive days.
• Exercises may run 24/7; support may be required on weekends/holidays.
  • Travel required: 40–50% anticipated.
