Procurement & Contract Acquisition Specialist

Location: Greater Houston Area (Hybrid / Field)

Compensation: $50,000–$60,000 base + tiered commissions (3–10%)

Position Overview:

We are seeking a high‑activity, performance‑driven Procurement & Contract Acquisition Specialist whose primary responsibility is to win NEW contracts through government procurement portals, private healthcare buyers, public agencies, and school systems.

This is a hunting position , not a management or internal procurement role. Your success is measured entirely by activity, pipeline, outreach, and awards won —especially within your first 90 days .

Key Responsibilities:

1. Contract Acquisition (Primary Role)

  • Identify, pursue, and WIN contracts with:
    • Government agencies (city, county, state, federal)
    • Clinics and private practices
    • School districts (K–12, charter, private, universities)
    • Healthcare systems, public health programs, and event organizers
  • Work daily in procurement portals (training provided):
    • Harris County Bonfire
    • City of Houston Beacon
    • Port Houston BuySpeed/Workday
    • METRO Vendor System
    • TxSmartBuy
    • SAM.gov
    • HCHSA (World Cup 2026) Bid Management System

2. Daily & Weekly Outreach Requirements

Daily Minimums:

  • 5 outbound touchpoints per day (calls, emails, LinkedIn, portal messages).
  • 1 new solicitation screened per day.
  • Log all activity by 5 PM daily.

Weekly Minimums:

  • 10–15 buyer touchpoints
  • 2–3 capability briefings/buyer meetings
  • 5–7 solicitations screened
  • 1–2 bid/no‑bid decisions
  • 1–2 proposal submissions (after week 2)
  • Weekly Friday activity report required

3. Proposal Preparation:

  • Complete full bid packages (administrative sections, pricing, capability statements, technical responses).
  • Manage deadlines across multiple solicitation portals.

4. Market Expansion:

Target new, recurring revenue with:

  • Clinics & doctor offices
  • Schools
  • Behavioral health programs
  • Wellness/therapy providers
  • Medical supply purchasers
  • Government departments

90‑Day Performance Requirements (Mandatory):

To remain in the role, you must achieve ALL of the following in your first 90 days:

1. WIN at least ONE (1) contract award or have Sales totaling 100,000 or more:

Maybe:

  • Set‑aside award
  • Open‑market award
  • Pilot contract
  • Multiple Vendor Sales

2. Meet daily & weekly KPIs consistently:

3. Maintain 100% compliance within the first 14 days:

  • All portal registrations are complete
  • All profiles updated (NAICS/NIGP codes, COIs, certifications)
  • All activity logged daily (Salesforce)
  • Coordinate other registrations in prep for aggressive sales/contracting

Failure to meet these requirements may result in role review, separation, or termination.

Compensation:

Base Salary:

$50,000 – $60,000 (Conservative base to prioritize performance)

Tiered Commission Structure (Your Exact Percentages):

Contract and Sales Value Commission %
$200,000 – $350,000 | 3%
$351,000 – $500,000 | 5%
$500,001 – $1,500,000 | 8%
$2,000,000 and above | 10%


Commission Terms:

  • Paid only on net revenue collected
  • Paid only after the client's payment is received
  • Applies to government + commercial buyers
  • Applies to medical supplies, equipment, wellness/therapy services, and event contracts
  • Commission is uncapped
  • Multi‑year contracts apply the rate to year one, unless stated otherwise

Required Skills & Experience:

  • Experience with government contracting, procurement portals, and B2B sales
  • Strong communication and follow‑through
  • Ability to work independently and manage deadlines
  • Healthcare, medical equipment, or wellness services background (preferred)
  • Proposal, grant writing, and documentation experience (preferred)
  • Find, coordinate, and respond to contracting opportunities (a plus)
