Specialist III, Health & Safety, Sweeny Refinery
- Develop, implement, and monitor health and safety programs that prevent injuries and protect worker health, aligning with company and regulatory requirements.
- Maintain a strong field presence to observe work, anticipate hazards, and coach teams on safe work practices, safe work plans, and stop work initiatives.
- Investigate incidents and trends, provide expert advice to leaders, and drive corrective and preventive actions that reduce risk and strengthen compliance.
- Manage and support health and safety audits, inspections, and program evaluations, ensuring findings are documented, communicated, and resolved.
- Serve as subject matter expert and requirement owner for assigned safety programs and site policies, including risk assessments, Management of Change (MOC), Pre-startup Safety Reviews (PSSR), and contractor safety management.
- Support emergency preparedness and response by partnering with Emergency Response teams, participating on the Emergency Response Team, and supporting Incident Command System monitoring responsibilities.
- Lead or support training, communications, and safety committees to build understanding of health and safety policies, procedures, and culture across the refinery.
- Analyze health and safety data, maintain key databases and reports, and share insights that inform decisions and continuous improvement efforts.

- Bachelor's degree in occupational health discipline
- Possess a valid driver's license
- 3 or more years of safety experience in Refining, Petro-Chem, PSM regulated or related industry

- Work extended hours, which may include evenings, weekends, and holidays, and occasional on-call duties
- Operate company vehicle on site premises and/or public roads up to 25%
- Work 12-hour shifts and a high intensity work schedule during projects, outages, and turnarounds requiring twenty-four-hour onsite safety coverage, including night shift
- Work safely near large, hot, high-speed machines, around chemicals and hydrocarbons under high pressure and heat, and in harsh weather conditions
- Wear fire retardant clothing and personal protective equipment
- Join emergency response team, fire crew/team or the hazmat crew/team
- Maintain face daily for proper respirator/face mask seal (some examples include being free of facial hair and/or clean shaven)
- 6 or more years of safety experience in Refining, Petro-Chem, PSM regulated or related industry
- Professional Health & Safety certifications (e.g., OHST, ASP, CSP)
- Working knowledge of health & safety program management and cross functional team facilitation
- Dedicated health and safety experience in heavy or elevated risk industries such as refining, petrochemical, or other PSM-regulated operations
- Experience supporting or serving on fire, hazmat, medical, industrial hygiene or rescue emergency response teams
- Experience working with third-party contractors and vendors to achieve health and safety goals
- Experience speaking to groups and delivering effective health and safety training
- Strong understanding of priority safety programs such as energy isolation, working at heights, confined space (including inert entry), hot work, permitting, and heavy equipment use
- Experience with OSHA recordkeeping, case management, and interpreting and implementing regulations
- Proficiency with Microsoft Outlook, Word, Teams, Excel, AI models, SharePoint, and health and safety data and reporting tools
This position has a base salary range of $125,100 - $152,900. At Phillips 66, we are committed to pay transparency and competitive, equitable compensation. The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car.
