About Permian

Straddling West Texas and Southeastern New Mexico, the Permian is the most prolific oil and gas basin in America and the engine behind the country's energy renaissance. Nationally, it provides about 40% of oil and 15% of gas production and plays a critical role in making the U.S. a leading energy exporter.

The merger of ExxonMobil and Pioneer creates an Unconventional business with the largest, high-return development potential in the Permian Basin. The combined company's more than 1.4 million net acres in the Delaware and Midland basins have an estimated 16 billion barrels of oil equivalent resource. In 2023, we produced, on average 612,000 barrels a day in the Permian Basin, and we're aiming to produce 1 million barrels per day from our Permian assets by the end of 2027. Investments in infrastructure from New Mexico to the Gulf Coast enhance logistics and integrated value. We've advanced gathering and processing facilities, including the Cowboy central delivery point. Integration maximizes resource development through to fuels, lubes, and chemicals. The Permian Basin business unit also has the distinction of being the first at ExxonMobil to unveil and execute a plan for net zero Scope 1 and 2 greenhouse gas emissions in operated assets by 2030, as part of the Corporation's broader 2050 net zero ambition.

What role you will play in our team

Join ExxonMobil as a Regulatory Affairs Advisor supporting the Permian Business Unit. Become part of a team responsible for applying in-depth understanding of regulatory and environmental standards coupled with business knowledge to articulate the business case for action and solve routine issues independently. Become the technical environmental & regulatory trusted advisor for the Permian Business Unit in ExxonMobil's Upstream Unconventional business. Demonstrate environmental & regulatory technical leadership by collaborating on cross-functional teams to solve issues. Lead or advise Issue Management Team with a process to manage and steward significant global/regional/local issues related to Unconventional Resource Development and current scope of ExxonMobil Unconventional business.

What you will do

  • Monitor and evaluate emerging policy, legislative and regulatory actions at the state and federal level that may affect the Unconventional Business and the Business Units and develop positions through impact analysis
  • Develop and execute communication, engagement and advocacy strategies for policy, legislative and regulatory actions that may affect the Unconventional Business and the Business Units
  • Evaluate, advise, and make recommendations with prioritization and potential outcomes to Management for policy, legislative and regulatory actions that may affect the Unconventional Business and the Business Units
  • Leverage / integrate into on-going ExxonMobil advocacy efforts led by other corporate functions, e.g., Public and Government Affairs, Corporate Strategic Planning, and other ExxonMobil Business Lines
  • Lead participation in state, regional and national trade associations and industry groups
  • Ensure Business Units understand new and changing rules timely, i.e. Regulatory Analysis , and support Business Units in developing compliance plans when needed
  • Point of contact for state regulatory advocacy to coordinate and align rule owners, Business Unit leadership, and relevant subject matter experts for engagement
  • Maintain alignment with internal stakeholders and ensure ExxonMobil works as one team externally
About you

Skills and Qualifications

  • Bachelor's degree in engineering or related science or technical field
  • Demonstrated ability to develop environmental management expectations for internal activities, work with regulators to develop appropriate new regulations, work with international groups to develop appropriate new environmental guidelines and advocate for reasonable regulatory and other types of requirements
  • A minimum of 5 years of direct experience in US Clean Air Act regulations, Clean Water Act (CWA), or Resource Conservation Recovery Act (RCRA) regulations
  • On-site environmental, technical or operating experience in the oil and gas (upstream) or petro-chemical industry (pipeline, terminal, refining, chemical or production facility)
  • Experience in developing and supporting environmental compliance assurance systems.
  • Demonstrated ability to influence and promote change through use of performance data, technical knowledge and regulatory expertise.
  • Strong analytical and communication skills.
  • Ability to communicate effectively to multiple organizational levels both internally and externally with trade association members and regulatory agencies.
  • Five to seven years of experience conducting public policy analysis in a corporate, government, consulting, think tank or academic setting; preference for energy and/or economic policy
  • Excellent leadership ability and organizational skills
  • Ability to prioritize and manage multiple priorities
  • Demonstrated ability to meet deadlines

  • Makes clear distinction between different types of risks [SSHE, operational, financial, commercial, geopolitical, cybersecurity, and personal]; recommends when to eliminate or mitigate risk and when to embrace it; identifies, assesses and prioritizes risks to assure they are managed appropriately to maximize integrated value
  • Highly self-motivated, with excellent attention to detail and strong organizational and communication (oral and written) skills
  • Analytical with the ability to synthesize complex data into easily understood information and communicate that to key stakeholders throughout various organizations
  • Ability to effectively multi-task and prioritize in a fast-paced environment
  • Strong interpersonal skills such as communication, relationship building, initiative, adaptable, positive attitude, and team building
  • Ability to work effectively as part of a global team as well as with internal business units and departments of ExxonMobil
  • Ability to build an external network with peer operators through trade associations and other collaborations and lead those organizations to align with ExxonMobil's industry leading positions
