: District Design Director -(2401856) Position Information

The San Antonio District is posting a District Design Director to oversee the District Design Office and to lead a group of Transportation Engineering Supervisors in Transportation, Planning and Development (TP&D).

The San Antonio Area is one of the largest metropolitan areas in the United States, and the growth in and around San Antonio is projected to continue. The District Design Director will play a key role in the review and processing of plans, specifications, and estimates (PS&E) submissions to ensure projects adequate and timely compliance with applicable laws, policies, and procedures, ensures quality control, advises staff engineers, assist in the preparation of the annual letting plan, coordinates with area engineers on design and plan preparation and represents the department at meetings, conferences, and related activities.

This individual would provide extensive knowledge in a wide range of areas, such as surveys, utilities, hydraulics, plan review, landscape projects and Local government projects. Another key role would be to recommend transportation engineering training needs, develop training courses and train future engineers in the EA program.

Position Description

Oversees transportation engineer supervisors who supervise employees engaged in development or coordination phases of preliminary design development; reviewing and processing Plans, Specifications & Estimates (PS & E) for roadway projects in a district. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines Work requires contact with Administration, district management, governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Advises staff engineers.
  • Assists in the preparation of the annual letting plan and related reports and schedules.
  • Coordinates with area engineers on design and plan preparation.
  • Develops and monitors budget
  • Directs the development of roadway design and plan preparation activities to project final plans, specifications and estimates.
  • Directs the review and processing of P.S. & E. submissions to ensure projects adequate and timely compliance with applicable laws, policies, and procedures; and coordinates directly with FHWA as needed.
  • Ensures quality control and quality assurance processes are developed within state and federal requirements and are subsequently adhered to by all parties involved in these processes
  • May function as the Assistant to the Director of Transportation Planning and Development and oversee and direct activities in their absence.
  • Recommends transportation engineering training needs and may develop training courses and materials and train others.
  • Represents the Department at meetings, conferences and related activities.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education : Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience :

  • 6 years transportation engineering, planning, or design work experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications
  • Must have two (2) years managerial/supervisory experience.

Licenses and Certifications :

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Using computers and applicable programs, applications, and systems
  • Provides organizational leadership; fosters collaborative relationships; initiates and supports quality management activities and performance management measures to provide the highest quality products and services
  • Delegates both routine and important tasks and decisions; shares authority but has ultimate accountability

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
