The City of Cibolo is seeking a highly motivated and inspirational leader to fill our Parks & Facilities Superintendent position to lead our Parks & Facilities Division. The Parks & Facilities Superintendent has a passion for a profession that is all about quality-of-life opportunities! Under the direction of the Assistant Public Works Director, The purpose of this position is to maintain and improve the parks, sports fields, and public facilities of Cibolo while supervising crews assigned to this division. This is accomplished by inspecting and monitoring all areas; assessing and prioritizing needs; acquiring materials, supplies, and equipment necessary to handle tasks; setting proper time frames for task completion; assigning, instructing, and supervising work crews; and maintaining proper equipment logs and maintenance schedules.

Essential Functions:

- Oversees the grounds maintenance operations of all city owned facilities, including but not limited to the city owned parks, sports fields, landscaped medians, landscaped signage and city owned buildings, including maintaining and managing the irrigation of these areas.
- Performs crew training and supervision, by providing equipment instruction in both written and verbal forms to the crews as needed; providing safety training in both verbal and video format; implementing direct equipment practice training in safe areas; and providing for proper equipment maintenance, instructions, and schedules.
- Schedule, supervise, and coordinate routine maintenance of building systems such as HVAC, electrical, plumbing, and safety equipment. Conduct regular inspections to identify and resolve issues promptly and coordinate repairs with vendors or contractors.
- Ensure all facilities comply with health, safety, and environmental regulations. Implement safety protocols and emergency procedures to mitigate risks.
- Negotiate and manage contracts with service providers, suppliers, and maintenance vendors to ensure cost-effective and timely services.
- Optimize space utilization, plan office relocations, and manage allocation of rooms and equipment to meet organizational needs.
- Plans, directs, reviews and evaluates the staff and functions of the Parks Department through effective planning, staff management and resource allocation.
- Provides leadership, direction and guidance in operational strategies and priorities.
- Assures activities are in compliance with all laws, policies and regulations.
- Plans and directs the City’s Parks programs to enhance the physical, social, cultural and environmental well-being of the community.
- Evaluates City needs and determines P&R operational plans, strategic plans, priorities and resource requirements.
- Interprets concerns, defines desired results, develops solutions and determines scope and priorities of programs and special projects.
- Promotes Park programs and services to local community agencies, advocates and citizen groups.
- Ensures compliance with and explains federal and state rules and regulations and City codes and ordinances.
- Coordinates strategies to integrate projects and services with federal, state and regional organizations and City departments.
- Supports the relationship between the City of Cibolo and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors and City staff.
- Develops and evaluates budget requests, monitors budget expenditures, makes adjustments as necessary and report budget information.
- May be required to respond afterhours, including holidays and weekends, in the event of a departmental or city-wide emergency.
- Tracks performance and evaluates performance and takes disciplinary actions if necessary.
- Performs daily work orders as assigned.
- Performs all other duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge and understanding of the City’s organizational values and mission of the Public Works Parks & Facilities Division.
- Knowledge of City organization, operations, policies and procedures.
- Knowledge of State and Federal laws governing parks and public facilities.
- Knowledge of Parks program planning, best practices and evaluation principles.
- Knowledge of principles and practices of public sector administrative management, including cost accounting, budgeting, purchasing, contract management, customer service and personnel rules.
- Knowledge of techniques and practices for efficient and cost-effective management of resources.
- Knowledge of environmentally responsible and resource-efficient grounds and facilities maintenance techniques.
- Knowledge of Microsoft Outlook 365, Word, and Excel software to complete work orders, send and receive email, and access the city’s human resources and time-keeping software
- Skilled in directing and coordinating municipal Parks & Recreation operations.
- Skilled in interpreting and explaining federal and state rules and regulations and city policies and procedures
- Skilled in developing and managing Parks & Recreation plans, budgets, policies and procedures.
- Skilled in assessing community needs and developing recreation programs to meet needs and requests.
- Skilled in managing staff, delegating tasks and authority and coaching to improve staff performance.
- Skilled in analyzing problems, resolving disputes and grievances and developing effective solutions.
- Skilled in assessing and prioritizing multiple tasks, projects and demands.
- Skilled in preparing, reviewing, and presenting management reports.
- Skilled in reading and interpreting designs, plans and specifications for development and renovation projects.
- Skilled in using initiative and independent judgment within established procedural guidelines.
- Ability to respond to weather-related emergencies.
- Ability to respond to assist or support Fire and Police activities.
- Ability to clearly communicate with others, including city team members and city residents.
- Ability to come to work on time, be prepared to work, and to work in a safe and efficient manner.
- Ability in establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state and federal agencies.
- Ability to work with, supervise and lead by example.
- Ability to communicate clearly and concisely using the city radio network and a cell phone
- Ability to respond to weather-related emergencies
- Ability to respond to assist or support Fire and Police activities.
- Ability to use a computer and tablet, using city issued software to complete reports, track assignments, answer emails, etc.
- Strong organizational, multitasking, and problem-solving abilities; familiarity with building systems, safety regulations, and vendor management; proficiency with digital tools for scheduling and tracking maintenance.
Minimum Qualifications:
- Bachelor’s degree in Parks and Recreation, Landscape Architecture, Business Administration or Public Administration; AND five (5) years’ experience in community services program management, including at least three (3) year’s supervisory experience; OR an equivalent combination of education and experience.
- Valid Texas Class C driver's license.
- Experience in building management, maintenance coordination, or facilities operations.
- Must be able to obtain CPR certification within one (1) year of hire
- Must be able to obtain TDA non-commercial, political pesticide applicator’s license within one (1) year of hire and/or City offering the course.
- Must be able to obtain Certified Playground Safety Inspector certification within one (1) year of hire and/or City offering the course.
Compensation: Salary range is $68,439.53 - $103,573.65 (DOE). Full-time (40 hours a week).
