Sourcing Specialist - Energy Transmission & Distribution

General Description
The Sourcing Specialist works closely with various Quanta stakeholders to prepare and execute EPC bids and requests for proposals (RFPs). This position will receive and evaluate commercial proposals and be responsible for creating, managing, and evaluating supplier quotes for multi-category material bid packages.
Duties
- Manages large material and equipment bids and proposals for Transmission, Substation and Distribution EPC projects
- Evaluates client RFPs and engineering designs to identify and document gaps, requirements such as MBE/WBE, Buy American, etc., and scopes of work
- Validates materials and quantities from engineering drawings and organizes data in applicable bid packages per client requirements
- Understands bill of materials (BOMs), material take-offs and specifications in order to build and issue bid packages to the appropriate manufacturers/vendors
- Prepares the bidders list with input from Supply Chain and project teams, solicits pre-qualification information from bidders
- Manages vendor quotes and proposal documents in the appropriate systems, adheres to internal standards, policies and procedures
- Ensures all bids issued and received are accurately evaluated and analyzed, capturing all vendor updates for each tender to create budgetary and firm commercial documents and bids
- Coordinates and issues bids, evaluates vendor proposals and contract terms, manages negotiations, and presents final vendor recommendations based on detailed analysis and risk assessment
- Responsible for the accuracy of material estimates and for meeting all schedule/project deadlines
- Performs special projects and completes other duties as assigned or requested
Required Experience and Education
- Bachelor's degree or 3-5 years relevant field experience
- 2-5 years of Transmission & Distribution (T&D) experience related to sourcing or procurement of material for electric utility projects
- Previous experience with vendor relationship management, vendor prequalification, RFP solicitation and response, tender evaluations, commercial risk analysis, contract terms, pricing negotiations, and quotations
Preferred Experience and Education
- Strong Electric Transmission & Distribution (T&D) (overhead and underground) material experience
- Knowledge of substation equipment, such as breakers, capacitor banks, etc.
- Experience with material sourcing, procurement, or estimating
- Vendor and manufacturer utility industry relationships
- EPC experience/knowledge
- Procore systems usage
