About the role: You will be working in our Austin, TX location responsible for developing and executing HR strategy that supports company objectives and vision. This includes talent acquisition, learning and development, performance management, compensation and benefits, employee relations, compliance, and other HR-related initiatives. This role involves working full time, Monday through Friday.
What you will do:
- Develop and implement HR strategy in alignment with overall business strategy
- Manage recruitment and selection process to attract and retain top talent
- Develop and manage learning and development programs to address performance gaps
- Support current and future business needs through the development, engagement, motivation, and retention of employees
- Develop and monitor HR systems, policies, and procedures across the organization, ensuring compliance with labor and employment law
- Oversee employee relations to cultivate a positive work environment
- Build and manage a performance evaluation system that drives high performance
- Provide HR guidance and coaching to key stakeholders
- Analyze HR metrics and trends to inform decision-making
- Establish and ensure competitive and comprehensive compensation and benefits programs
- Communicate with coworkers and others in a timely, effective, and professional manner
- Compile and provide informative monthly reports for Chief Operating Officer as may be required
- Manage workflow within assigned team
- Work with assigned team to solve issues and improve processes
- Effectively manage team employees through adherence to Capitol Services’ policies and practices
- Coordinate employee outreach opportunities to satisfy the need for adequate engagement with staff throughout the year
- Participate in the hiring process by reviewing resumes, conducting interviews, and providing feedback on potential candidates
- Coordinate training for new hires within the department
- Conduct 45, 90, 120-day reviews for new hires and annual performance evaluations for assigned team
- Oversee timecards, paid time off, and attendance for assigned team
- Participate in ongoing management training and certification programs
Who you are:
- Experience: You have a Bachelor's degree in HR, Business Administration, or a related field, or equivalent experience. You have 8+ years’ experience in HR, with at least 4 years in a senior or leadership position. You have proven experience in developing HR policy and managing HR teams. You have strong knowledge of labor and employment law. You have knowledge of basic accounting. You are able to interpret data and analytics to measure performance and inform decision-making.
- Preferred: You have a Master's degree in either HR, Business Administration, or a related field. You hold a valid SHRM-CP or SHRM-SCP certification.
- Technical competencies : You have experience administering human resources information systems (HRIS), such as ADP. You have demonstrated knowledge of Microsoft software (Excel, Outlook, PowerPoint, Word, and SharePoint). You are comfortable interacting with Adobe PDF documents.
- Excellent organizational and time management skills: You have the ability to multi-task and prioritize projects / assignments in a fast-paced and high-stress environment. You have an excellent attention to detail and exhibit a reasonable sense of urgency.
- Excellent communication skills: You have excellent verbal and written communication skills. You communicate in both a professional and friendly manner with coworkers, correspondents, and others. You are able to build and manage interpersonal relationships at all levels of the company.
- Adaptable: You are eager to use new tools and learn new processes and technologies. You maintain a spirit of flexibility and can adapt to changing priorities with coworkers while working in a fast-paced and high-stress environment. You have effective problem-solving skills, adapt to challenges, and demonstrate resourcefulness.
- Coachable: You have the ability to retain and implement instruction and training. You are open to learning and navigating our current processes and systems. You are not afraid to ask questions.
- Positive attitude: You demonstrate a positive attitude. You are courteous and polite, especially when navigating through difficult conversations, problems, or complaints that may arise.
- Exceptional leadership: You are able to work in both a team and independent setting and cultivate a collaborative team environment. You are able to exhibit sensitivity to personnel management and confidentiality. You are able to maintain poise under pressure and exercise good judgement. You are able to analyze and evaluate personnel performance related to growth and development as well as necessitated disciplinary actions.
- Reliable: You are able to work during our regular business hours in our Austin office. You are a punctual individual and able to follow an assigned work schedule. You are able to maintain strict confidentiality and exhibit sensitivity to personnel management.
- Office environment: You are able to remain in a stationary position 75% of the time.

- $115,000 base salary or more commensurate with experience
