Financial Compliance Manager

: Position Description Job Summary: Harris County Flood Control District (District) is seeking a diligent and strategic candidate for the role of Financial Compliance Manager. The Harris County Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The l District has jurisdiction over the county's primary stormwater facilities, consisting of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks. Reporting to the Financial Services Division Manager, the Financial Compliance Manager will be responsible for leading District-wide compliance, reporting, and financial practices related to the Community Development Block Grant (CDBG) portfolio and will also serve as a finance and compliance focal point between the District and granting authorities. Essential Functions and Duties:
  • Design and manage the CDBG program's grant compliance methodology to ensure adherence to grant conditions.
  • Oversee the preparation of all grant-related financial and compliance reports.
  • Manage the CDBG program compliance and serve as the principal internal auditor, conducting periodic internal audits of processes and practices.
  • Conduct financial analysis of grant activities, tracking expenditures and forecasting budget requirements.
  • Direct the development of the grant budget and manage its execution, ensuring alignment with strategic priorities and fiscal responsibility.
  • Collaborate with various departments to track grant-related expenditures and progress, maintaining accurate and up-to-date financial records.
  • Provide regular reports to the Financial Services team and other stakeholders on the grant's financial status and performance.
  • Identify financial risks and opportunities within the grant portfolio and recommend strategies to optimize financial performance.
  • Partner with various departments to ensure compliance with grant conditions and reporting requirements.
  • Engage with District staff to lead process improvement exercises to deliver efficient grant management.
  • Draft and review detailed memos on complex issues and conduct briefings for senior leadership.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

Requirements Education and Experience:
  • Bachelor's degree from an accredited four-year college or university in Business Administration, Economics, Finance, Public Administration/Policy, or a related field.
  • Five (5) years' experience in financial analysis, capital planning, budgeting, grants management, forecasting, and/or strategic planning. An equivalent combination of education and experience may be considered.
  • Significant experience with grants management compliance and reporting.
Licensure:
  • Valid Class "C" Texas Driver's License

  • Experience with CDBG and GLO is a plus.
  • Advanced skills in Excel including complex Excel functions, pivot tables, charts, etc. is a plus.

Physical Demands and Environmental Exposure:
  • Frequent standing and walking; prolonged sitting for extended periods of time.
  • Frequent sorting, filing, shelving, and handling of documents, books, files, file drawers, and related materials and equipment required for clerical operations.
  • Occasional stooping, bending, reaching, lifting, and carrying of items up to 15 pounds.
  • Occasional ascending/descending stairs.
  • Work is performed indoors in a normal office environment with acceptable lighting, temperature, air conditions, and noise levels.
  • Requires extensive use of a video display terminal (computer monitor).
