TITLE: Director of Early Childhood Services

REPORTS TO: Superintendent of Schools or Designee

TERMS OF EMPLOYMENT: Salary range for the Pre-Primary Center Director is $73,506–$97,763 (no Administrator Certification) and $90,812–$120,779 (with Administrator Certification). This is a 240-day, full-time position.

START DATE: This position is expected to begin as early as June 1, 2026 and no later than July 1, 2026

Midland Public Schools encompasses approximately 140 square miles and serves approximately 7,300 students in pre-kindergarten through 12th grade. The District operates 12 schools with an operating budget of $113 million with an anticipated 28% fund balance. The District is uniquely linked to and intertwined with the surrounding community and boasts a strong tradition and expectation of exceptional academics. Midland Public Schools holds a high concentration of STEM-degreed individuals and readily offers business needs for strong-skilled trades. The district is located adjacent to the world headquarters of Dow Chemical as well as large employers, such as MyMichigan Health, Dupont, and Corteva. INTRODUCTION: Carpenter Pre-Primary Center

Carpenter Pre-Primary Center serves as the vibrant gateway to the Midland Public Schools experience, specifically designed to nurture our youngest learners as they embark on their educational journey. Housed in a beautifully maintained, historic facility, the center creates a warm and secure “home base” for preschool and early elementary students during their most formative years. As a specialized hub for early childhood excellence, the building features classrooms tailored for play-based exploration and social-emotional development. By fostering a collaborative environment between dedicated educators and families, Carpenter Pre-Primary Center ensures that every child develops the curiosity and resilience needed to thrive throughout their K-12 career and beyond.

POSITION SUMMARY: Midland Public Schools is seeking an innovative, transformative, progressive, and collaborative leader to serve as the Director of Carpenter Pre-Primary Center. This position reports to the Superintendent Team and is responsible for all aspects of educational programming, professional development, building safety, staffing, evaluation, budgeting, and management of the building.

Minimum Qualifications

  • Possession of a Master’s degree in Education, Early Childhood or Administration from an accredited university
  • Valid Michigan teacher certification
  • At least five years of successful teaching experience in a pre-school and/or K-12 school setting
  • Experience in both preschool and early elementary classrooms.
  • Knowledge of current education research and best practices
  • Demonstrated skills in leadership, communications, and team building

Desirable Qualifications

  • ZA endorsement on Michigan teacher certification
  • At least two (2) semester hours or 3.0 CEU’s in childcare administration
  • Successful experience in management of budgets and personnel
  • Leadership experience in an early childhood program of elementary setting
  • Knowledge of and experience with organizational change models, implementation science, and program evaluation
  • Knowledge of and experience dealing with student disciplinary issues, school safety, and various student services-related matters

Scope Of Responsibilities

The Director of Early Childhood Services is responsible for the planning, coordination, supervision, and overall program management of early childhood programs at the Midland Public Schools, including three and four year old programs, Great Start Readiness Program, Young 5’s program, direct early childhood center operations at assigned district location, before and after school care, and other assigned programming. The Director leads the planning and visioning of a high quality, integrated system resulting in children ready to succeed in Kindergarten and beyond.

Major Responsibilities And Duties

Instructional Management

  • Monitor instructional and managerial processes to ensure that program activities are related to program outcomes and use findings to take corrective actions.
  • Regularly consult Administration about planning, operation, supervision, and evaluation of campus education programs; include students and community representatives when appropriate.
  • Oversee teaching instructionally using play based inquiry and approaches.
  • Develop a daily, weekly, and yearly calendar.

Building Morale

  • Provide instructional resources and materials to support teaching staff in accomplishing instructional goals.
  • Foster collegiality and team building among staff members; encourage their active involvement in decision-making process.
  • Provide for two-way communication with the superintendent, staff, students, parents, and community.
  • Communicate and promote expectations for high-level performance to staff and students; recognize excellence and achievement.
  • Ensure the effective and quick resolution of conflicts.

Building Improvement

  • Build a common vision for Carpenter Pre-Primary Center improvement with staff; direct planning activities and put programs in place with staff to ensure attainment of Carpenter Pre-Primary Center’s mission.
  • Identify, analyze, and apply research findings to promote school improvement.
  • Develop and set annual performance objectives using the MICIP process.
  • Develop, maintain, and use information systems and records necessary to show progress on performance objectives.

Personnel Management

  • Collaborate with Human Resources to interview, select, and orient new staff.
  • Define expectations for staff performance regarding instructional strategies, classroom management, and communication with the public.
  • Observe employee performance, conduct observations, and facilitate evaluation conferences utilizing District evaluation systems.
  • Assign campus personnel.
  • Make recommendations to the superintendent on termination, suspension, or non-renewal of employees assigned to campus.
  • Confer with staff regarding their professional growth; work with them to develop and accomplish improvement goals.

Management Of Fiscal, Administrative, And Facilities Functions

  • Develop campus budgets based on documented program needs, estimated enrollment, personnel, and other fiscal needs; keep programs within budget limits; maintain fiscal control; accurately report fiscal information.
  • Compile, maintain, and file all physical and computerized reports, records, and other documents required including accurate and timely reports of maximum attendance to requisition textbooks.
  • Collaborate with Operations to manage use of school facilities and supervise the maintenance of facilities to ensure a clean, orderly, and safe campus.
  • Maintain all safety and licensing requirements.
  • Coordinate emergency drills.
  • Manage enrollment, tuition and student recruitment.

Student Management

  • Work with faculty and students to facilitate a student discipline management system that results in positive student behavior and enhances the building climate.
  • Ensure that building rules are uniformly observed, and that student discipline is appropriate and equitable in accordance with the Student Code of Conduct and student handbook.
  • Conduct conferences about student and building issues with parents, students, and teachers.

Professional Growth and Development

  • Develop professional skills appropriate to job assignment.
  • Demonstrate professional, ethical, and responsible behavior; serve as a role model for all campus staff.

School or Community Relations

  • Articulate the Pre-Primary Center’s mission to the community and solicit its support in realizing the mission.
  • Demonstrate awareness of Pre-Primary Center and community needs and initiate activities to meet those needs.
  • Use appropriate and effective techniques to encourage community and parent involvement.
  • Collaborate with the Midland County Educational Service Agency.
  • Attend regional preschool partnership meetings.
  • Involvement in community partnerships with the Great Start Collaboration

Other

  • Comply with District policies, as well as state and federal laws and regulations.
  • Adhere to the District’s safety policies and procedures.
  • Maintain confidentiality in the conduct of District business.
  • Must be able to perform the essential functions of walking and interacting with students and/or district employees in the specific work site assigned (classroom or office setting).
  • Demonstrate regular and prompt attendance.
  • Other duties as assigned.

Supervisory Responsibilities

Supervise and evaluate the performance of staff assigned to campus including teacher(s), paraprofessional(s), administrative assistant(s), etc.

  • Frequent standing, stooping, bending, pulling, pushing; move small stacks of textbooks, media equipment, desks, and other classroom equipment; repetitive hand motions; prolonged use of computer terminal possible; occasional district-wide travel; occasional state-wide travel; frequent prolonged and irregular hours; possible biological exposure to bacteria and communicable diseases; specific vision abilities required by this job include close vision, distance vision, peripheral vision, and the ability to adjust focus.
