Summary:
Under general supervision of the Budget Supervisor, or designee, the Budget Analyst I provides entry-level support to the Budget & Strategic Planning team in the development, analysis, and administration of the City’s annual operating and capital budgets. This position assists in preparing budget documents, analyzing financial data, supporting departmental budget submissions, and maintaining budgetary systems and tools. Specifically, the Budget Analyst I would assist with updating the budget software, publishing the budget book, budget guide, budget in brief, budget storyboards, and budget presentations.


The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Essential Job Functions & Other Important Duties:


Essential Job Functions::

  • Assist in the preparation and annual update of the City’s Budget Manual and Budget Guide.
  • Provide support for departmental budget submittals, including reviewing submissions for completeness and accuracy.
  • Contribute to the development of the Budget Book and Budget in Brief, ensuring consistency and clarity in presentation.
  • Prepare annual budget documents under supervision of the Budget Supervisor.
  • Support the use of Workiva for budget documentation and reporting.
  • Assist with the creation and compilation of JotForms used for budget-related workflows and data collection.
  • Prepare, review, approve, and process Budget Update Adjustments (BUAs) and requisitions in accordance with City workflow policies.
  • Conduct monthly reviews and analysis of budgetary accounts, including forecasting and recommending corrective BUAs as needed.
  • Participate in municipal and peer city surveys to benchmark budget practices and financial data.
  • Track and analyze peer city budget books and financial trends for comparative reporting.
  • Maintain and update the City’s Tax Calculator tool used for estimating property tax impacts.
  • Prepare and provide end user support and training on budget software and processes.

Other Important Duties:

  • May travel to attend meetings, conferences and training.
  • Assists management with other duties as necessary.
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.

Knowledge, Skills, and Abilities:

  • Knowledge of principles and practices of accounting including proficiency in General Accounting Standards Board (GASB) requirements and Generally Accepted Accounting Principles (GAAP) pronounce­ments.
  • Knowledge of principles and practices of budget preparation including statistical methodology.
  • Trained in methods and techniques of preparing a comprehensive annual program of services.
  • Knowledge of principles and practices of municipal budget preparation and administration.
  • Proficiency in operation of office equipment including computers and supporting word processing and spreadsheet applications including Word, Excel, Power Point, etc.
  • Knowledge of pertinent Federal, State and local laws, codes and regulations.
  • Skill in applying general accounting and financial reporting principles.
  • Strong analytical, organizational, and communication skills.
  • Ability to work collaboratively in a team environment and manage multiple tasks with attention to detail.
  • Skill in preparing clear and concise reports.
  • Proficiency in analyzing problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Ability to research, analyze and evaluate new service delivery methods and techniques.
  • Ability to interpret and apply Federal, State and local policies, laws and regulations.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to understand and follow oral and written instructions.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.


Education, Experience, and Certifications/Licenses:

  • A Bachelor’s Degree in accounting, economics, finance or a related field or equivalent years of experience and one year of municipal finance or budget experience required or equivalent combination of education and experience that support the ability to perform the essential functions and/or skills of the job.
  • Governmental fund accounting experience desirable.
  • Must pass a pre-employment drug screening and/or post-offer physical exam.
  • Must possess State of Texas Driver’s License.
  • Experience with Workiva, JotFoms or similar platform, familiarity with municipal budgeting and concepts preferred.

    • Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
    • Visual Acuity 3 - determine accuracy, nearness, observe facilities/structures.

Work Environment:

  • Work performed is primarily sedentary work, exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
