Position Overview: Under the supervision of the Harris County Public Health (HCPH) Budget Manager, the Budget Analyst IV is responsible for the development, coordination, expenditure tracking, analysis, and submission of budget and financial reporting to include preparing executive summaries, forecasts, budgets, budget narratives and project schedules. Duties & Responsibilities:
- Assists program managers and directors with the development of annual budgets, operational planning, monthly forecasts, and strategic plans in alignment with HCPH strategic priorities and strategies
- Provides recommendations for process improvements to increase efficiency, accuracy, and action-ability of departmental goals and public health outcomes
- Provides timely, accurate reports and analysis of operational performance against historical data and current budget of all fund types
- Provides internal ad-hoc reports/ presentations on as needed basis and coordinates purchases throughout the various programs and fund types by initiating, tracking, and processing purchase order requests and manages the receipts of aforementioned
- Assists OFS management and key stakeholders in interpreting data, investigating opportunities, and gaining insights
- Assists Audit and Internal Controls Team with providing documentation and backup for financial reporting data.
- Maintain productive relationships with Harris County Auditors and Purchasing Offices to facilitate open dialogue regarding business opportunities, innovation, and fiscal accountability
Requirements
Education:
- Bachelor's degree in Statistics, Economics, Business Administration or Finance or related field
- Minimum 1 year Oracle/PeopleSoft experience
- 5 years of grant, non-profit or government financial experience
- Intermediate knowledge of Microsoft Office (primarily Power BI, Excel, and PowerPoint)
- Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook)
- Proficient with Financial Information Systems (PeopleSoft)
- Excellent communication skills (verbal & written)
- Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment
- Ability to maintain confidentiality when dealing with sensitive information
- Ability to work well with public and staff members.

Position Type, and Typical Hours of Work:
- Full Time | Regular
- Monday - Friday | 8:00a.m. - 5:00p.m.
- Hours may vary based on the business needs of the department.
- This job operates in a professional office environment.
- This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
- This is largely a sedentary role; however, some filing is required. This would require the ability to lift files up to 10 pounds, open filing cabinets and bend or stand as necessary.
