Provides energy management program support to DHA Facilities Enterprise considering other energy laws, regulations, policies, directives, and goals. Assists with implementation of actions/projects in support of facility maintenance, repair, and construction activities, including providing design review comments; project and program management support; identification of energy savings projects, construction coordination and oversight; and other support activities to ensure that energy efficiency measures are incorporated into all actions. Support activities include assistance with Energy Resilience and Conservation Investment Program (ERCIP) projects, Renewable Energy projects and other various energy projects. In addition, assists with promotion, education, and adoption of energy and water resources conservation and management activity assistance necessary to optimize the use of utility resources, including, but not limited to natural gas,
electricity, solar, steam, chilled water, heating water, geothermal, water, wastewater, wind, and other energy/utilities.

7.3.15.2 Roles and Responsibilities
• Provides energy manager and energy program support.
• Provides energy and water program evaluation and implementation support including code, standard, and mandate analysis, ASHRAE Level 2 energy and water audits, LCCA/ROI calculations, and technically feasible recommendations and courses-of-action.
• Provides energy and water benchmarking evaluation and metering-BAS/DDC/FRCS support to review data collection and connectivity issues and provides troubleshooting support to determine root cause of the metering issues.
• Provides emerging technology design-operations-maintenance support as well as provides support to typical energy conservation and resilience systems such as renewable energy and combined heat and power.
• Provides utility analysis support including identification of anomalies and checking / diagnosing utility problems and investigates energy and water operations and maintenance issues to identify low-cost no-cost recommendations to reduce energy and water consumption/cost.
• Provides engagement with host installation-base support including a firm understanding of utility reimbursement agreements to provide validation if DHA utility costs and reimbursement agreement are in alignment.
• Provides new construction and facility renovation support including review of designs to incorporate energy and water saving features.
• Provides and energy and water awareness campaign and training support.

7.3.15.3 Required Qualifications
• Bachelor’s degree in Mechanical or Electrical Engineering.
• Must be a Certified Energy Manager (CEM) or have 8 years of experience in energy related projects.
• Demonstrate minimum of five (5) years practical experience in the healthcare and energy engineering field. Practical experience is defined has having the direct responsibility for the execution of operation, maintenance, repair, and management of mechanical and/or electrical physical plant infrastructure systems supporting institutional, industrial, or medical healthcare campuses. This practical experience must be recent, within the past six (6) months and span over the preceding three (3) out of the last four (4) years.

7.3.15.4 Preferred Skills
• Multifaceted expert level skills and extensive practical experience in the energy, utilities, mechanical and electrical trade disciplines necessary to accurately analyze plans, data, designs, operations and maintenance practices and the management thereof.
• Possess thorough understanding of load profile data presentation and manipulation, energy audits and energy project development.
• Possess experience in providing technical resources and management of energy related services; a working knowledge in various energy estimating software packages such as but not limited to Trane Trace, DOE II, and other simulation software.
• Possess a working knowledge in documenting and monitoring maintenance procedures utilizing software such as DMLSS.
• Possess a working knowledge in the use of bin, heating degree-days, and other simplified methods of energy calculations.
• Familiarity with all Executive Orders, DSM, utility privatization, and other legislations and regulations related to energy programs, an understanding of Measurement and Verification protocols.
• Proficient in the use of the Microsoft Offices suite for the analysis of energy usage data and the development of presentations of findings and proposals for cost-effective solutions.
• Possess experience in providing subject matter expertise on all aspects of an energy project total life cycle management and provide in-depth technical engineering support; and
• Understand energy reporting, a thorough understanding of potential utility rates that may be encountered at each site, DOE’s measurement and verification protocols, the International Measurement and Verification Protocols, and ASHRAE’s measurement and verification procedures.
• Current Registered Professional Engineering License in the field of mechanical or electrical engineering.
• Have the experience to be considered a subject matter expert in all aspects of an energy project total life cycle management and provide in depth technical energy and water engineering support.
