Infrastructure Program Management Executive

The USVI Office of Disaster Recovery, a division of the Virgin Islands Public Finance Authority, has entrusted us with the critical task of managing and supporting federally funded recovery projects across the U.S. Virgin Islands. Our work will involve overseeing the reconstruction of key educational, healthcare and infrastructure projects, all of which were severely impacted by Hurricanes Irma and Maria in 2017. We are looking for a highly collaborative Infrastructure Senior Project Manager who will be responsible for the management and overall execution of the infrastructure projects of this multi-billion dollar disaster recovery program. In this crucial role, you’ll oversee and optimize the flow of services and information within Jacobs and the US Virgin Islands program. Based at the client site in the US Virgin Islands, you’ll be responsible for managing and collaboration with the project teams and overall program delivery for the infrastructure sector. This will include the management of the project stakeholders, project development from conception through completion in accordance with the program objectives and coordination of infrastructure managers across all projects. You will manage, provide oversight, and facilitate resolution to complex project related challenges.

You will be part of an expert team working with local communities across the US Virgin Islands, supporting the Office of Disaster Recovery in building safe, resilient & thriving communities by completing key recovery projects to transform and strengthen the Territory’s infrastructure.
Manage infrastructure projects from planning through completion in alignment with program objectives by establishing governance, standards, policies, and overall strategic direction; Oversee and support Project Managers in managing and administering contract agreements for consultants, contractors, and vendors, including production of boilerplate construction contracts and expediting client execution; Assist the Program Director and Sector Lead in managing and forecasting all budgets, schedules, scopes, and controls, and support Project Managers with cost input and maintenance using the program cost management system; Identify, assess, mitigate, and escalate technical, financial, regulatory, safety, and execution risks, and oversee Project Managers in maintaining Risk Mitigation Plans, Safety Management Plans, Project Execution Plans, and Relationship Plans; Oversee design reviews, cost estimate reviews, permitting, commissioning, and other supporting functions (soil investigations, etc.), and support the review and approval of A/E invoices, contractor pay applications, change orders, and all A/E contract amendments through project closeout; Lead and coordinate the procurement and bid recommendation process, oversee the interface between project delivery and funding, and coordinate information requested by auditors; Serve as the primary liaison between the Program Director, Sector Lead, and project teams, conducting weekly project update meetings with Project Managers, attending and reporting at weekly owner meetings, and regularly briefing senior management and key stakeholders on status, KPIs, and site visit reports; Oversee execution and quality assurance to ensure all deliverables comply with Jacobs Quality Program requirements, technical specifications, security standards, and company policies and procedures; Lead, develop, and manage cross functional teams by overseeing Project Managers, issuing Performance Improvement Plans when required, documenting employee performance, fostering collaboration, ensuring effective client relationships in occupied environments, and taking overall accountability for the successful execution of all tasks necessary to support the Program.

Bachelor’s degree in Architecture, Engineering or Construction Management discipline.

10+ experience as a Project Manager in an Engineering, Environmental or Construction organization
Strong working knowledge of pre-design and pre-construction, contract management, project delivery methods, building systems/components and technology, team building, and client relationship building.
Strong written and verbal communication skills.
Self-motivated, initiator, leader; demonstrated through professional society involvements or related activities.
Ideally, you'll also have:
Master's Degree in Architecture, Engineering or Construction Management discipline. Project Management Professional (PMP) or Certified Construction Manager (CCM) certification.

280,000.00

The base salary range for this position is $280,000.00 to $285,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
