Environmental Advisor
- Coverage area includes seven (7) terminal locations: three (3) located in the Northeast US, two (2) located in Northern California, and two (2) located in the Pacific Northwest.
- Primary focal point for internal and external environmental reporting.
- Reports to Sr. Environmental Advisor/Environmental Team Lead (Americas).
- Approx. 25% travel required for site visits, regulatory meetings, and inspections.
- Limited fieldwork may be required.
- No direct reports.
- Manage NSR, Title V, Synthetic Minor Source, Minor Source, Small Source Exemption, Permit by Rule, temporary and state-level operating/construction permits, etc.
- Prepare and submit semi-annual reports, annual compliance certifications, and quarterly emissions reports.
- Oversee annual emission inventories.
- Document tank seal gap inspection reports, Leak Detection & Repair (LDAR) activities, visual emissions checks, Optical Gas Imaging (OGI) surveys, and associated testing/inspections.
- Coordinate performance testing.
- Manage NPDES permits (federal, state, and construction) including industrial wastewater, stormwater, and hydrotesting discharges.
- Complete DMRs (quarterly, semiannual, and annual) and associated discharge sampling.
- Maintain and update SWPPP and SPCC plans; support associated training and inspections.
- Review site generator status and ensure compliance with RCRA requirements.
- Submit annual waste summaries and maintain hazardous waste contingency plans.
- Develop waste minimization and circularity plans.
- Ensure proper vetting of TSDFs.
- Complete annual Tier II reporting and TRI Form R submissions.
- Maintain chemical inventories; support local/state plans and reporting as required.
- Ensure timely and accurate submission of environmental records; maintain documentation in SharePoint.
- Oversee regulatory notifications and agency correspondence.
- Manage environmental consultants and testing firms, optimizing use of internal vs. external resources.
- Compile internal Performance, Monitoring and Reporting (PMR) data and support new parameter evaluations.
- Assure data quality prior to entry into internal reporting systems, such as Sphera, Environmental Insights, PowerBI tools, and other systems.
- Conduct annual Environmental Self Assessments.
- Support LOD1 activities and participate in LOD2/LOD3 audits.
- Partner with Ops Support and ER Manager to maintain and review prevention/response plans.
- Support emergency response as needed.
- Provide environmental review and guidance for MOCs and new project impact assessment screenings (including impacts to environmental permits, GHGEM plan, waste minimization and circularity plan, water stewardship plan, RMP plan, and other environmental plans and documents).
- Provide environmental guidance / oversight / interpretation / training to Operations as needed.
- Provide SME support on environmental incidents and investigations.
- Continually assess and improve procedures to ensure they are LEAN, efficient, and "fit for purpose".
- The candidate must have legal authorization to work in the US on a full-time basis
- Bachelor's degree or equivalent in Engineering, Environmental Science or related sciences (or equivalent)
- 3 or more years' experience in environmental compliance or related role
- Strong working knowledge of U.S. environmental regulations (CAA, CWA, RCRA), including interpreting and implementing environmental regulatory requirements
- Demonstrated experience in environmental permitting and interactions with federal and state regulators
- Strong verbal and written communication skills with the ability to communicate complex issues to diverse audiences
- Understanding of the environmental risks associated with petroleum storage and distribution
