A Day in the life of a Bridge Inspection Lead Worker IV may include:
Quality control on consultant routine inspections Conduct, document, and code inventory inspections Perform special and/or damage inspections Review load ratings Review and manage Bridge Inspection follow-up actions (FUA's) Perform on-call and emergency inspections Follow all MUTCD and safety practices Other duties as assigned

Position DescriptionBridge Inspection Lead Worker IV:
Implements the statewide bridge inspection program including inspection contract management. Performs and document routine, emergency, follow-up, complex and other bridge inspections. Proactively performs Federal Inspection Metric activities including: quality control review; scour and critical finding assessment and provision and oversight of plans of action. Provides technical expertise in bridge related matters including recommendations of bridge maintenance and repairs. Assists with bridge planning and programming. May train, lead, and guide the work of others. Acts as liaison between Division and Districts. Performs advanced technical fracture critical, underwater, emergency, routine and other bridge inspection activities. Drives and operates specialized bridge inspection equipment statewide. Is a qualified NBIS team leader, Work is overseen by a licensed professional engineer, requires contact with government officials, may be physically demanding and potentially hazardous. Employees at this level establish their own work plan and priorities to meet objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
- Provides technical expertise and coordination for bridge inspection operations including prioritizing bridge inspections, monitoring correspondence and writing memorandums and reports.
- Conducts immediate inspection of damaged bridges, determines necessity of temporary or permanent repairs and notifies maintenance personnel; makes recommendations for the closing of bridges.
- Inspects bridges and related structures and evaluates condition in accordance with the bridge inspection Manual to determine the need for replacement, rehabilitation or maintenance.
- Operates the basket on specialized bridge inspection equipment such as Boom lifts, Bucket Trucks, and Under Bridge Inspection Platforms.
- Prepares bridge inspection follow-up worksheet for maintenance and gives instruction for recommended actions; monitors follow-up actions taken by maintenance.
Bridge Inspection Lead Worker V:
Implements the statewide bridge inspection program including inspection contract management. Proactively performs Federal Inspection Metric activities including quality control review, scour and critical finding assessment and provision and oversight of plans of action. [Performs and reviews non-complex load ratings.] Provides [advanced] technical expertise for maintenance, repair or other bridge related matters. [Assists in bridge repair plan preparation.] Performs bridge planning and programming. May train, lead, and guide the work of others. Acts as liaison between Division and District. Provides high level technical expertise concerning bridge inspection and appraisal. [Plans] and performs fracture critical and underwater inspection activities. Drives and operates specialized bridge inspection equipment. Is a qualified NBIS team leader, [plans] and performs routine, emergency, complex, and other bridge inspections activity. Work is overseen by a licensed professional engineer, requires contact with government officials, may be physically demanding and potentially hazardous. [Employees are virtually self-supervising and assume accountability for their work.]
Essential Duties (additional duties):
- Performs advanced technical activities related to inspection and appraisal of bridge structures according to the Bridge Inspection Manual.
- May serve as a lead worker and the related tasks.
- May train other employees
- Performs fracture-critical bridge member inspection.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: High School Grad or Equivalent in general high school studies.
Bridge Inspection Lead Worker IV Experience :
- 5 years in either construction; construction/bridge/related structure inspection; bridge appraisal; diving/underwater inspection of structural elements. (Experience can be satisfied by full time or prorated part time equivalent). College education and/or relevant technical training may be substituted for experience on a year per year basis.; education substitution includes: engineering, engineering technology, construction, construction inspection, commercial dive certification or a related field. Substitutions for Minimum Qualifications
- Must include 2.5 years of active participation in bridge inspection in accordance with the National Bridge Inspection Standards (NBIS) and 2.5 years of other bridge experience.
Bridge Inspection Lead Worker V Experience :
- 7 years in either construction; construction/bridge/related structure inspection; bridge appraisal; diving/underwater inspection of structural elements. (Experience can be satisfied by full time or prorated part time equivalent). College education and/or relevant technical training may be substituted for experience on a year per year basis.; education substitution includes: engineering, engineering technology, construction, construction inspection, commercial dive certification or a related field. Licenses and Certifications for Bridge Inspection Lead Worker IV and V:
- Safety Impact Certificate
- Commercial Driver Certificate
- Valid driver's license. This position requires driving a state vehicle.
- Must obtain a Commercial Class "A" Driver's License or have obtained a CDL "A” License, within 90 calendar days from date of employment.
- Qualified as a National Bridge Inspection Standards (NBIS) Team Leader.
- Must (1) have successfully completed FHWA-NHI-Course No. 130055 - Safety Inspection of In-Service Bridges and be current with Bridge Refresher Training (FHWA-NHI-Course No. 130053 - Bridge Inspection Refresher Training) within six months of date of hire.
Bridge Inspection Lead Worker IV:
Competencies:
- Bridge inspection and appraisal methods and procedures
- Structural engineering terminology, principles, practices and methods and the application of engineering theory
- Leading, assigning, reviewing, and monitoring the work of others
Physical Requirements and Working Conditions:
- Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
- Crouching-bending body downward and forward by bending leg(s) and spine
- Close Visual Acuity-work includes visual inspection of small defects/parts
Bridge Inspection Lead Worker V:
Competencies (in addition to IV):
- Reading and interpreting applicable plans, schematics, blueprints and maps
- Scheduling work assignments
- Performing calculations using algebra, trigonometry and geometry
- Training in a classroom, office, or field environment
Physical Requirements and Working Conditions (in addition to IV):
- Subject to outside environmental conditions; no effective weather protection
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
- Balancing-walking, standing, crouching on various surfaces without falling
- Stooping-bending body downward and forward by bending spine at waist

- This job has been identified as physically demanding and will require a pre-employment physical.
- Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.
- Must (1) successfully complete a comprehensive training course based on the FHWA's Bridge Inspector's Reference Manual (FHWA-NHI-Course No. 130055 - Safety Inspection of In-Service Bridges, or an equivalent recognized by the FHWA) within 6 months of date of hire, and (2) sign an agreement to that effect as a condition of employment.
- Required to work weekends and holidays.
- Required to work hours other than 8 to 5.
- Required to work under exposure to inclement weather conditions.
- Required to wear personal protective equipment provided by employer and comply with all safety requirements.
- Employee may be contacted during off-duty hours to see if he or she can report to work for emergency conditions.
- Employee will be required to be on call and respond to bridge emergencies after hours, on weekends, and/or holidays.
- On-call will be on a rotation basis. Employee will be required to report to work within 1 hour from receiving the call.
