Monday-Friday; 8:00am-5:00pm.

  • Fully remote.
  • Infrequent travel (i.e., annually) for activities such as job skills training or participating in institutional and client meetings and conferences.
  • Based on funding availability. The position set to continue until the start of fiscal year of 8/31/2026.

Salary Salary is commensurate based on qualifications and relevant experience up to $52,200. Pay Basis Bi-weekly Job Summary

Performs Petroleum Storage Tank (PST) and/or Public Water System (PWS) investigations to evaluate environmental impact and determine compliance with Texas Commission on Environmental Quality (TCEQ) rules and regulations.

Essential Duties And Responsibilities

  • Conducts and leads technical inspections, including research, notifications, surveys, record reviews, and follow-up activities, using expert knowledge of 30 TAC Chapters 334 or 290 to determine PST or PWS facility compliance.
  • Conducts thorough documentation of investigative activities and findings, ensuring accurate preparation and retention of investigation reports and records.
  • Effectively communicates investigation results with facilities, UTA and TCEQ staff and management, and other affiliated parties through email, telephone, and written communication; serves as an expert witness at TCEQ hearings.
  • Conducts quality reviews of investigation records; approves investigations, assigns workload and special projects, and supports the Team Lead by participating in meetings and evaluating work products.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in natural or physical science, engineering, environmental studies, environmental law, criminal justice, or related field.
  • Two (2) years of experience in data analysis, environmental quality management, public utilities, business administration, or a related field; or six (6) years of an equivalent combination of education and related experience.
  • Must have own transportation and steel toe shoes to perform job duties.

Preferred Qualifications

  • Three (3) years of experience performing PST or PWS investigations.
  • One (1)year experience communicating with TCEQ about enforcement actions or testifying in hearings.
  • One (1) year experience training or mentoring entry-level investigators.

Knowledge, Skills and Abilities

  • Attention to detail is essential for this position.
  • Solid working knowledge of the principles and methods of field investigation and rules of evidence, TCEQ and Environmental Protection Agency rules and regulations related to petroleum storage tanks or public water systems, including 30 TAC Chapter 334: Underground and Aboveground Storage Tanks, 30 TAC Chapter 290 Public Drinking Water, Texas Water Code, Chapter 26, and Code of Federal Regulations Title 40. Knowledge and use of TCEQ’s CCEDS, Permit and Registration Information System (PARIS); Secretary of State; UTA PST Investigation System (PiTS), and Central Registry databases.
  • Skill in conducting inspections of both physical facilities and records; operating technical equipment and detection devices; determining proper courses of action; performing basic data entry skills; managing time and assignments to meet deadlines; using Microsoft Word, Excel and Teams; training others; performing quality review of investigation documents and approving investigations; and operating a motor vehicle in a safe courteous manner in compliance with traffic laws.
  • Ability to follow all applicable institutional standard operations and procedures, project-related safety standards, and paper and electronic file management requirements.
  • Ability to learn, remember, and integrate complex concepts, difficult procedures, or complicated processes.
  • Ability to conduct investigations and communicate effectively with clients and customers to conduct interviews, gather information and explain rules and regulations.
  • Ability to prepare correspondence, reports, and other documents.
  • Ability to testify in hearings and court proceedings.
  • Ability to work professionally and cooperatively in a team environment.
  • Ability to complete all physical tasks as needed.
  • Ability to oversee the work of others.

Other Requirements Workplace and Eligibility Conditions

  • Works under a variety of conditions including but not limited to outdoor activities such as working in and around the vicinity of gasoline dispensing facilities and public water systems; working around electrical hazards; working outdoors in a variety of weather conditions including extreme temperatures; standard indoor office conditions including repetitive use of a keyboard at a workstation.
  • Work involves use of manual dexterity; sitting, standing, bending, lifting up to 50 pounds, walking, twisting, climbing, squatting, kneeling and crawling; routine travel (i.e. daily) statewide under extreme conditions such as all hours of day/night in high risk/dangerous setting or heavy travel for long distances to conduct investigations.
