Purpose of Position
The Government Accounting Director is responsible for providing strategic guidance and influence while ensuring compliance with Cost Accounting Standards (CAS), Federal Acquisition Regulations and its supplements (FAR/DFARS), and related government requirements. This role will provide subject matter expertise, guidance, and oversight on accounting practices and regulatory obligations, while partnering closely with internal stakeholders and external government agencies. This role will be responsible for maturing the government accounting compliance program.
The Government Accounting Director will be instrumental in maintaining the company’s Disclosure Statements, quantifying and disclosing revisions, assessing cost impacts of accounting practice changes, DFARS Business System compliance, rate strategy and assessment, and other similar compliance requirements and related policies and procedures. In addition, this role will build and maintain relationships with the Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA), and internal business leaders to safeguard compliance and position FlightSafety for continued success with our United States Government customers.
Tasks and Responsibilities
- Lead the preparation, submission, and maintenance of FlightSafety’s Cost Accounting Standards Board (CASB) disclosure statements and related updates.
- Perform general dollar magnitude analyses to evaluate the impact of CAS non-compliances, disclosure statement revisions, and cost accounting practice changes.
- Lead efforts to ensure alignment of processes with DFARS Business System requirements.
- Partner with internal functions, including Finance, Operations, Program Management, and Contracts, to identify, assess, and implement compliant accounting practices tied to evolving business initiatives.
- Support government audits, including incurred cost submissions, disclosure statement reviews, and proposal audits, while serving as the primary point of contact for government auditors.
- Drive the indirect rate strategy, including the development, review and submission of provisional and final billings rates, and forward pricing rates
- Understand leadership’s business strategy to ensure the rate structure aligns with the company vision and direction
- Develop, review, and publish indirect rates, labor pricing, and billing rates
- Monitor rate performance and ensure alignment with CAS and FAR requirements.
- Establish and redefine policies, processes, and controls amidst system changes and/or upgrades to ensure ongoing compliance with CAS, FAR, DFARS, and related legal and regulatory requirements.
- Ensure those responsible for key functions and controls in the transaction lifecycle understand the requirements and risks.
- Stay abreast of changes to CAS, FAR, DFARS, etc. and asses the applicability to and impact on FlightSafety
- Proactively engage with DCMA, DCAA, and other regulatory agencies to build trust, credibility and transparency.
- Proactively track new and emerging regulatory requirements, developing and monitoring action plans to ensure compliance.
- Drive continuous improvement initiatives to strengthen compliance processes, enhance audit readiness, and increase organizational operating and cost efficiency.
- Act as a strategic advisor to leadership, providing insights on regulatory impacts and compliance requirements and risks.
Minimum Education
- Bachelor’s degree in Accounting or Finance.
- Additional financial certifications, such as Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Master of Business Administration (MBA).
Minimum Experience
- 10+ years of Industry Accounting experience
- Significant related experience at a major defense contractor, DCMA, or DCAA
Knowledge, Skills, Abilities
- Significant expertise in US Government contracting with broad understanding of FAR, DFARS, and Cost Accounting Standards.
- Expertise in Government Accounting with significant practical experience calculating complex General Dollar Magnitude (GDM) cost impacts, Cost Accounting Standards and CASB Disclosure Statements.
- Self-motivated to develop and implement compliance processes and controls.
- Ability to confidently and constructively challenge business partners when necessary to mitigate risk and uphold regulatory and ethical standards.
- Working knowledge of SAP, Deltek Costpoint, and/or similar financial ERPs.
- Working knowledge of U.S. Government contract accounting requirements, GAAP, DCMA, DCAA, CAS standards.
- Strong cost accounting background related to US Government contracting.
- Internal controls, consolidation, and reporting experience in a corporate environment.
- Proven ability to lead and develop a team of accounting professionals.
- Expert knowledge of Microsoft Excel. Proficient with full Microsoft Office suite.
- Demonstrated ability to understand and meet the needs of internal and external customers.
- Action and results oriented - set strategic goals and achieve those goals in a performance driven culture.
- Strong adaptability, communication, organization, and analytical skills.
