PeopleSoft FSCM Developer
The PeopleSoft FSCM Developer will provide technical expertise to support and enhance the Texas Health and Human Services Commission’s (HHSC) Enterprise Resource Planning (ERP) applications. The developer will focus on PeopleSoft Financial Supply Chain Management (FSCM) 9.2, particularly the Accounts Receivable and Billing modules. The role involves developing and integrating new interface programs, executing ETL procedures for legacy data conversion, and ensuring seamless integration with third-party systems. The position requires strong collaboration skills to work effectively within a large, primarily remote team.
This is a contract role expected to begin September 15, 2025 , and continue through August 31, 2026 , with the possibility of up to three one-year renewals .

Responsibilities
• Analyze, review, and modify PeopleSoft FSCM 9.2 applications, focusing on Accounts Receivable and Billing modules.
• Design, develop, test, and implement enhancements using PeopleTools (PeopleCode, Application Engine, Application Packages, SQR, COBOL).
• Develop and manage interface programs for third-party integrations using Integration Broker (REST, SOAP, JSON, XML).
• Perform ETL data conversions from legacy systems into PeopleSoft.
• Write and optimize SQL and PL/SQL queries in Oracle databases.
• Create and maintain technical documentation and design specifications.
• Collaborate with business analysts and stakeholders to understand requirements and develop technical solutions.
• Execute standard SDLC tasks, including coding, testing, debugging, and deployment.
• Support workflow development using Approval Workflow Engine (AWE).
• Provide on-call and off-hours support when required.
• Utilize Microsoft O365 (Word, Excel, PowerPoint, Visio, Teams) to document and present solutions.
• Collaborate effectively with a large remote team via MS Teams.

Requirements
Minimum Qualifications
• 8+ years of experience with PeopleSoft FSCM 9.2 Accounts Receivable and Billing modules.
• 8+ years of development experience using PeopleTools (PeopleCode, Application Packages, Application Engine, COBOL, SQR).
• 8+ years of experience with Integration Broker (REST, SOAP, JSON, XML).
• 8+ years of advanced SQL and PL/SQL in Oracle databases.
• 8+ years of experience with Linux OS scripting.
• 8+ years of experience with Approval Workflow Engine (AWE).
• 8+ years of experience analyzing business requirements and creating technical design documents.
• 4+ years of experience using Microsoft O365 applications (Word, Excel, PowerPoint, Teams, Visio).
• 4+ years of experience working with MS Teams in a large team environment.
• Strong written and verbal communication skills.

• 4+ years of experience with public sector organizations (Federal, State, or Local Government).
• 2+ years of experience with the Texas Comptroller of Public Accounts (CPA) CAPPS Financials system.
• 2+ years of experience with the Treasury Offset Program (TOP).
• 2+ years of experience with SharePoint.
• 1+ year of experience with Jira.
• 1+ year of experience working with the Scrum framework.
• 1+ year of experience using STAT for change management.

Additional Requirements
• Local Candidates Only: Must currently reside within a 50-mile radius of Austin, Texas. Candidates relocating or planning to move will not be considered.
• Work Arrangement: Hybrid — remote with one day onsite (Wednesdays) at 4601 W. Guadalupe, Austin, TX 78751. May be required to work remotely up to 100% at HHSC discretion.
• Must be available to work outside of normal business hours, including evenings, weekends, and holidays, if requested and pre-approved.
