The mission of The University of Texas MD Anderson Cancer Center is to eliminate cancer in Texas, the nation, and the world through outstanding programs that integrate patient care, research and prevention, and through education for undergraduate and graduate students, trainees, professionals, employees and the public.

The Executive Director, Digital Enterprise Architecture, is responsible for technical research, evaluation, and recommendation of information systems architecture at the Institution.

The ED is responsible for formal technical evaluation procedures and architectural standards at the Institution working closely with stakeholders across Technology Data and Innovation (TDI), and the institution. This includes RFP and contract development and review as well as iterative changes throughout the lifecycle of major technology platforms and services. The EDESA will work in close collaboration with all TDI leaders as well as other stakeholders (e.g. CAO, Bioinformatics, mission and administrative operations, TACC etc.) to advise the CTDO, CDOI, TDI Leadership on strategic analysis of the applicability and economic benefits of current and emerging technology trends and standards. These evaluations will include developing technical plans for migrating existing technologies into the agreed upon target architecture that include milestones, technical, and staffing requirements.

Key Functions

1. In collaboration with TDI Executives, and leaders in each of the TDI Divisions and Departments, leads the development of an information systems architecture and technical standards that delivers on the prioritized requirements of TDI leadership as well as faculty, administrators, and Institution partners. Ensures that appropriate architecture committees and work groups evaluate existing and new technologies against our target architecture and design migration and mitigation plans for technology transitions and architectural variances. This includes but is not limited to technical requirements gathering, RFP development and review, design and execution, budgeting, vendor management, and contract negotiation, security and privacy assessment, policy and procedure development and enforcement. Close coordination with the Project Management Office, Clinical Engineering, Cybersecurity, Innovation and DIG is essential for these activities.

2. Builds strategic relationships with key leaders in administration, research, education, and patient care at the Institution and our partners to intimately understand their digital needs; plan and provision digital and technology growth with data collected from these partnerships. Defines acquisition criteria to help standardized selection processes and architectures groups within TDI and other technology stakeholders within and around the Institution.

3. Develop and maintain tools and metrics for the evaluation and monitoring of technologies against the target architecture and strategic mission objectives. Educate and assist relevant staff in the use and application of these tools. Assists in monitoring vendor's adherence to specifications, quality and effectiveness of vendor support. Conducts assessments of the work environments, synthesizes pertinent information, and identifies implications for planning and development of information services in support of all MD Anderson missions, administration, and TDI itself, providing periodic structured environmental assessment and recommendations relative to future direction for TDI. Tracks and advises on industry standards, best practice solutions, and leading-edge technology.

4. Clearly and consistently communicate with CDOI and other TDI leadership and staff regarding technology assessments, capacity, plans, and the status of related projects and operational evolution. Leads or participates in technical workgroups and committees that include faculty, staff, administrators and students representative of activities at the Institution for the purpose of bi-directional communication of requirements and plans, developing community buy-in, and developing mutual understanding and trust between TDI and the user community at MD Anderson. Serves as staff liaison to other institutional committees as designated.

5. Works with TDI Executives and Divisional leaders to ensure that the most appropriate technology and development platforms are leveraged to solve the business needs using Enterprise applications (like Epic, Salesforce, ServiceNow, MS 0365, ERP etc.) where possible to avoid duplicating technology solutions.

6. Leads or advises on prototype development, coordinates/conducts prototype, and oversees alpha and beta testing of home grown and vendor applications. Assists in developing specifications including the application and functionality of software programs, software vendor requests for proposals, recruitment of vendors and evaluation of vendor's work. Assures that all evaluations, project and QA methods, and core technologies incorporate the emerging standards set by the PMO and SDLC as well as conform to and support the ITIL principles we are pursuing throughout ITS. Facilitates the transition of gestational projects, vendor management, budgeting and the like to the appropriate operational groups and fosters ownership for service area managers.

7. Assists administrators, faculty and staff in planning, program development and execution, as well as technical aspects of relationships between partner institutions. Establish collaborative relationships with external entities (e.g. TMC, TACC, other universities and AMCs) so as to foster thought leadership, collective evaluation and negotiations; and potentially joint service centers were mutually beneficial. Participates in related national collaborations and represents MD Anderson to national consortia as assigned by the CDOI.
8. Actively motivates and mentors staff providing appropriate guidance, feedback and evaluation. Fosters growth and high morale. Plans for appropriate staffing levels, recruits high quality staff and allocates effort across prioritized projects and tasks
9. Performs other duties as assigned.

Education

Required: Bachelor's level education in computer science, information systems, management, or relevant field.
Preferred: Master's or doctoral level education.

Experience:

Required:
• Minimum of 10 years of related experience in technical leadership and managerial experience in information technology, to include 5 years of leadership experience.
• Extensive technical knowledge of current information technology and applications.
• Knowledge of RFP and grant development.
• Demonstrated experience in technical evaluation, implementation, and program development. Must be able to analyze and assess technologies across missions and programs.
• Demonstrated capabilities in developing a collaborative approach to technical program development.
• Demonstrated experience developing technology policies and procedures.
• Excellent written and verbal communication skills are essential to provide technical and educational leadership to all staff. Must be able to communicate effectively the capabilities and limitations of information technologies.
• Demonstrated ability to motivate a lead diverse and sophisticated technical staff

Preferred:
• Technical leadership and managerial experience in an academic or health care setting and in-depth knowledge and experience in computer use in medical colleges, universities, and/or other healthcare institutions preferred.
