Health Center Accounting Manager

General Summary Manages and Oversees Community Health Center Accounting for post award grants, ensuring compliance with funding source guidelines, revenue cycle management, accurate submission of financial reports, audits. Responsible for the direction and supervision of Health Center Accounting Staff while reporting to the Director of Accounting. Primary Responsibilities 1. | Prepare and file monthly, quarterly and annual program reports due to federal, state, and local funding agencies in a timely manner. Assist in the preparation of the Medicare Cost Report and the HRSA UDS report. 2. | Reconcile the program/grant general ledgers and prepare entries (transaction and journals) to ensure proper month end close and compliance with all GAAP, Federal OMB, grant/contract standards and guidelines. 3. | Stay informed of all federal, state and agency policies/ regulations and their applicability to grants management. 4. | Assist in closing fiscal year end books and annual audit as needed. 5. | Prepare financial statements in accordance with Generally Accepted Accounting Principles (GAAP). 6. | Responsible for revenue cycle management; works closely with the Billing Manager and ensures that all billing functions are performed according to policies and procedures. Reviews reports and metrics and makes recommendations for improvement as needed. 7. | Attend regular staff meetings and financial update meetings with the Executive Director, Program Directors and Director of Accounting. 8. | Work with Program Directors, accounting and program staff on how to more efficiently and effectively manage their respective program grants as they relate to financial administration. Serve as the program's resource for questions on Federal Grant Cost Principles and Uniform Guidance and assist with cost coding. 9. | Represent the Agency in communication with other service providers, funding agencies and the general public under the direction of the CFO. 10. | Answer financial inquiries by funding sources and draft responses to fiscal audit monitorings. 11. | Plan and evaluate the performance of assigned staff; establish performance measures and personal development goals; provide coaching to staff for improvement and development. 12. | Perform other duties as assigned. Work Experience Required - 3 years of prior accounting experience
- At least 1 year supervisory experience
Preferred - 5 years accounting experience with 3 years experience in the healthcare field
- Experience in revenue cycle management
Education/Certifications/Licensure Required Bachelor's Degree in Finance or Accounting Preferred MBA Skills Required - Knowledge of finance, accounting, budgeting and cost control procedures.
- Technical skills involving reconciliation, cost analysis, and month end close.
- Solid decision making skills and ability to exercise independent judgment.
- Prioritize and plan work activities efficiently to meet deadlines; work on multiple tasks and projects simultaneously.
- Ability to work in a team environment with varied departments and diverse personalities.
- Detail oriented and excellent oral and written communication skills.
- Proficient in MS Word, Outlook, Intermediate and Advanced in MS Excel.
- Must have a valid driver's license, a safe driving record and be able to pass a criminal background check.
Preferred - Bilingual (English/Spanish) preferred.
- Working knowledge of Sage Accounting software.
- Knowledge of Medicaid and Medicare Cost Reporting.
- Working knowledge of Health Resources and Services Administration (HRSA) Federal Qualified Health Center (FQHC) program requirements.
- Knowledge of non-profit accounting and relevant federal, state and local government accounting.
- Knowledge of grant accounting and compliance including OMB circulars.
Physical Requirements The ideal candidate must be able to complete all physical requirements of the job with or without a reasonable accommodation. Physical demands of the position include sitting for prolonged periods of time, standing, walking, reaching, bending, seeing, hearing, and talking. Must be able to work on a computer for a minimum of 4 hours a day.
