BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is seeking a dynamic and detail-oriented Industrialized Construction SME to join our team, providing technical support in support to the Air Force Civil Engineer Center (AFCEC) located at Joint Base San Antonio (JBSA)-Lackland, TX.

 

The purpose of the Industrialized Construction (IC) SME position is to support the advancement of the infrastructure modernization through innovative building methods. This position will focus on implementing the Air Force’s Alternative Construction Method (ACM) initiatives to reduce cost, accelerate delivery, and improve mission readiness.

 

 Job Duties & Responsibilities

  • Development of IC Standards and Acquisition Criteria – The IC SME shall develop IC standards and codes focusing on best practices to reduce risk, improve quality, and drive long-term asset performance, and shall concurrently update policy and acquisition to streamline IC into RFP and procurement. Specific tasks include:
  • Establish IC solicitation criteria and vendor evaluation tools
  • Develop standardized IC component commissioning checklists
  • Prepare IC ‘policy updates’ recommendations and executive briefing support
  • Review existing agreements and draft updated IC vendor contracts
  • Attend meetings with leadership

  • Development of IC Economics and Vendor Ecosystem Development – The IC SME shall develop and communicate the business and economic case for IC as a scalable, sustainable construction program, and establish and incentivize a tiered industrial base—mirroring the private industry—to ensure interoperability, redundancy, and efficient production across IC providers. Specific tasks include:
  • Review an IC Economic model and leadership Business case that compares conventional and industrialized construction.
  • Perform vendor assessments and build an IC vendor database
  •   IC Training and Support - The IC SME shall support the following training tasks:
  • Conduct collaborative IC planning charrettes with Installations and IC vendors
  • Develop an IC adoption change management playbook and training plan
  • Define structured feedback loops from pilot users, designers, and manufacturing partners to refine component rules and automated design logic.
  • Build standardized project scheduling evaluation templates
  • Build a strategic roadmap for IC growth

 

Travel – The IC SMEwill be required to travel to various military installations in support of the above-mentioned IC initiatives

Requirements

Key Qualifications

· U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required

· Knowledge:

o In-depthknowledge of Department of the Air Force and Department of Defense (DoD) regulations

o Demonstrated technical expertise for criteria development and review including Engineering Technical Letters; UFC; UFGS; and AFI, pamphlets and handbooks

· Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences

· Software: Proficiency using MS Office software including Excel, Word, and PowerPoint

· Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously

Experience & Education

  • Experience: Minimum of 5-10 years’ experience:

o Working as Site Superintendent or Foreman on job sites that constructed manufactured facilities.

o Assembling buildings on site and working with manufacturers on the resolution of testing problems and compliance with fire codes and selection of materials.

o Executing modular construction of facilities that resulted in faster construction.

o Providing management of DoD construction projects

o Developing technical specifications, design and construction documents, and operating instructions

o Applying knowledge of building codes and DoD criteria governing the design and construction

o Experience with 3D Systems and BIM a plus .

 

· Education: Accredited associate’s degree or higher in design or construction industry related field is required.

Physical Requirements

  • Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
  • Ability to operate office equipment, including computer, copy machine, phone, etc.
  • Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
  • Capable of lifting up to 10 lbs.
  • Ability to see details of objects that are less than a few feet away
  • Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
