Position Description
About Harris County Flood Control District: The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou. What you will do at Harris County Flood Control District: The Harris County Flood Control District is seeking qualified candidates for the role of Watershed Plan Reviewer. The Watershed Plan Reviewer is responsible for reviewing, researching, and modifying private sector development projects, plats, and public sector infrastructure projects for the Watershed Management Department to ensure compliance with the District's design criteria and watershed management plans in accordance with the District's mission to maintain the Infrastructure. Essential Functions and Duties:- Review government capital improvement and private sector development plans (including subdivision, site, detention, channel, bridge and other drainage related plans and plats) to confirm compliance with the Flood Control District's criteria and policies in the Policy, Criteria, & Procedures Manual (PCPM).
- Research letter files, design reports, aerial photos, record drawings and other resources to support plan review efforts.
- Provide preliminary District review and approval of all commercial and residential construction plans.
- Assist the Watershed Coordinator by providing interdisciplinary plan review of development projects to ensure compliance with the District's PCPM, Master plans, capital improvement projects, maintenance activities, Harris County Precinct activities and FEMA regulations.
- Communicate effectively with design engineers and the public by telephone, letter, plan mark-ups and in person to explain plan review efforts and objectives.
- Coordinate with other District and County departments, including Harris County Permits Office, in support of regulations and permitting activity for government and private sector construction development plans.
- Perform field visits as necessary to confirm compliance with the District's design criteria and standards.
- Attend initial planning meetings with private sector engineers, developers, and landowners to explain the District's policies and criteria.
- Ensure proposed developments comply with the District's watershed master drainage plans.
- Advise management of problems and prepare recommendations for solutions using best practices.
- Additional Responsibilities and Duties:
- Attend departmental meetings and meetings with coordinating departments, consultants and agencies.
- Assist with the department projects, as needed.
- Attend seminars, conference workshops, re-certification or other training programs, as necessary.
- Perform other duties that may be added or changed as the course and scope of the job directs.
Requirements
Education:- Associates degree in Engineering Technology or a similar curriculum from an accredited college or university
- Five (5) years of relevant experience in land development, drainage design, drainage construction, floodplain management, or similar field.
- Experience with stormwater drainage design and construction and ability to read all types of maps and drawings, especially civil construction plans.
- Experience working with government agencies and their governing bodies.
- Valid Class "C" Texas Driver's License
- Excellent written and verbal communication skills
- Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a government organization.
- Ability to read, interpret, create, and review construction plans, specifications, and other related technical documents.
- Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules.
- Strong skills using Microsoft Office applications (Outlook, Word, Excel and Access), preferably MS Office 365
- Can demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Be a self-starter; work well independently and as a team; assume ownership in completing assigned tasks.
- Ability to keep up with scientific, engineering technology, and regulatory changes at the federal, state and local level and to utilize such changes in solution of theoretical or practical civil engineering problems.
- Can work well under pressure adhering to tight deadlines and accuracy/quality standards.
- Can utilize good organizational skills and effectively prioritize and schedule multiple tasks/initiatives.
- Can use proper grammar, correct spelling and punctuation, simple formats and filing systems.
- Can effectively communicate with coworkers, general public, industry and/or governmental representatives.
- Write/record legible notes of activity and accurately complete required forms.
- Can work well with the public, interest groups, government agency personnel and external organizations.
Preferences
Education:- Bachelor degree from an accredited four-year college or university in civil engineering or a similar curriculum (preferred)
- Experience with AutoCAD and GIS applications (preferred)

- Frequent stooping, bending, reaching, lifting, and carrying of items up to 11 pounds and occasional lifting of up to 20 pounds.
- Frequent sorting, filing, shelving, and handling of documents, books, files, file drawers and related materials and equipment required for clerical operations.
- Occasional walking up and down steep slopes of ditches or on rough and uneven surfaces or ground such as sloping terrain plowed or furrowed areas or construction sites.
- Occasional ascending/descending stairs; prolonged sitting for extended periods of time.
- Work is generally performed indoors in a normal office environment with acceptable lighting, temperature, air conditions and noise levels.
- When at field locations, may be exposed to significant levels of heat, cold, moisture, air pollution, wind and dust, wildlife and flying/walking insects, vibration and/or noise in excess of 85 decibels, aquatic bacteria, viruses and other microorganisms.
