Workforce Division Director

Position Summary

South Plains Community Action Association (SPCAA) is seeking an experienced and dynamic Division Director – Workforce Division to provide strategic leadership and oversight of all Workforce Division operations.

The Workforce Solutions Workforce Division assists families, including low-income individuals, by providing access to state and federal employment and training programs while connecting participants with valuable community resources. The division also supports local employers through workforce development initiatives, training, and continuous quality improvement.

The Division Director is responsible for the planning, administration, and overall operation of all Workforce Division functions. This position provides leadership and direct supervision for Workforce departments, including Administration, Support Staff, Youth, WIOA, and any new or expanded programs resulting from additional funding opportunities. The Director ensures compliance with all applicable local, state, and federal regulations while maintaining high-quality services and fostering a collaborative, respectful, and mission-driven workplace.

Essential Duties and Responsibilities

Responsibilities include, but are not limited to:

  • Provide leadership and oversight for the daily operations of the Workforce Division.
  • Develop, implement, and manage the division's annual operating budget.
  • Ensure client eligibility is determined in accordance with program requirements and funding guidelines.
  • Coordinate and collaborate with Workforce Solutions of the South Plains to maximize the effective use of funding allocations.
  • Partner with program supervisors to evaluate program performance and implement continuous improvements.
  • Build and maintain positive working relationships with staff, vendors, funding agencies, Workforce Board staff, and community partners.
  • Directly supervise Workforce Division staff in accordance with agency policies, procedures, and applicable local, state, and federal laws.
  • Recommend employee selection, promotion, advancement, training, and other personnel actions.
  • Routinely communicate and coordinate with the Executive Director regarding division operations, performance, and strategic initiatives.
  • Ensure compliance with all contractual, regulatory, and reporting requirements.
  • Promote a culture of accountability, collaboration, professionalism, and exceptional customer service.

QUALIFICATIONS

Education and Experience

Candidates must meet one of the following qualifications:

  • High School Diploma or GED plus 5–10 years of experience in Workforce programs, workforce development, or a similar social services program.
  • Bachelor's Degree plus 3–5 years of experience in Workforce programs, workforce development, or a similar social services program.
  • Master's Degree plus 1–3 years of experience in Workforce programs, workforce development, or a similar social services program.

Equivalent combinations of education and relevant experience may be considered.

Preferred Qualifications

  • Experience supervising and leading professional staff.
  • Experience developing and managing program budgets within a social services organization.
  • Knowledge of state and federal workforce regulations, funding sources, grant compliance, and quality improvement initiatives.
  • Experience administering Workforce Innovation and Opportunity Act (WIOA) or other workforce development programs is preferred.
