BRIEF POSITION SUMMARY
Performs entry-level data analysis and research work for the Construction Facilities Management Office (CFMO). Responsible for collecting BUILDER and Infrastructure Status Report (ISR) data, providing detailed analysis and reporting of various construction activities, and providing results to Texas Army National Guard (TXARNG) leadership. Compiles and analyzes data for trends to help make recommendations and process improvements for construction related matters. This position reports to the Installation Status Report (ISR) Manager, and works under close supervision, with minimal latitude for the use of initiative and independent judgment.
Work Hours: Monday – Friday, 8-hour days, 40 hours/week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Ensures all electrical systems meet safety codes and support the integrity of secure environments, including data centers, communication hubs, and operational facilities.
- Participates in BUILDER/ISR planning, development, and implementation.
- Assists in the accuracy, quality, and timeliness of data input into the BUILDER and ISR databases from contractors and Program Manager within the state.
- Analyzes operations, prepares reports of findings and recommendations to the ISR Manager.
- Recommends and coordinates activities to produce a more effective program.
- Assists the efforts at TXARNG bases to conduct facility infrastructure inspections.
- Collaborates with architectural and engineering firms to pull data and establish scopes for future inspections.
- Prepares or assists in implementing procedural or policy changes that enhance infrastructure readiness.
- Prepares or assists in the preparation of administrative reports, studies, and specialized research projects.
- Provides consultative services and technical assistance to plan, implement, and monitor the effectiveness of the BUILDER program.
- Works with program staff in determining trends and resolving technical problems.
- Works with staff, senior leadership, General Officers, DOD personnel, and Legislature to coordinate, improve, and stimulate interest in the program and to secure support for local programs.
- Evaluates research findings relative to specific projects being developed.
- Assists in the development of policy and procedure manuals.
- May attend/conduct meetings, conferences, and training seminars.
- Acts as liaison between ISR Manager and Subject Matter Experts.
- Attends work regularly and observes approved work hours in accordance with agency employee policies & procedures handbook
- May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.

Qualifications
MINIMUM QUALIFICATIONS
EDUCATION:
- Graduation from an accredited four-year college or university is required. (substitution allowed)
PREFERRED EDUCATION:
- Graduation from an accredited four-year college or university, with a major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field is preferred
EXPERIENCE:
- Two (2) years' experience in data analysis, research, compilation and/or reporting is required.
- Experience using Microsoft Office products to include Word, Excel, Access, PowerPoint, and Outlook is required.
PREFERRED EXPERIENCE:
- Experience in reading and interpreting plans/drawings is preferred.
- Experience in performing Facility Condition Assessments or evaluating facilities is preferred.
- Experience using BUILDER is preferred.
- Experience using ISR is preferred.
SUBSTITUTION:
- Additional years of experience in data analysis research, compilation and/or reporting may substitute for required education on a year for year basis up to four years.
REGISTRATION, CERTIFICATION OR LICENSURE:
- A valid driver's license is required. *The ability to obtain a Texas Driver’s License will be required within the first 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS:
- Background Investigation. Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
- Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.

PHYSICAL/WORKING CONDITIONS
Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. This position requires approximately 30% travel (within and outside of Texas). Occasional outdoor activity conducting site visits may require up to eight hours of travel to/from sites in a car or van, or occasional air travel. Periodic physical inspections of the various facilities will require significant time outdoors, potentially in extreme hot or cold temperatures. Work requires extensive use of an agency-provided computer. This position does require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds.
