Position DescriptionReviews and processes utility permit requests from public utility companies, common carriers and others placing facilities on public highway right-of-ways in a district permit office. Work require extensive contact with private entities. Employees at this level follow standard practices that do not require frequent supervision of details.
Essential Duties:
Permit Coord. II:
- Consults with area engineer and/or maintenance supervisor on complex utility permit issues
- Consults with engineering, maintenance and right of way concerning compliance with the Utility Accommodation Policy (UAP).
- Maintains liaison and acts in a consultive capacity with local utility companies, engineering consultants and the general public regarding utility placements.
- Coordinates utility permitting, familiar with UIR (Utility Installation Request) approval procedures.
- Reviews and processes new utility installation permits.
- Provides regular utility permitting updates to the district utility coordinator.
- Reviews and processes utility permit requests, applications, agreements and plans submitted to ensure compliance with the UAP and other departmental requirements with emphasis on uniform application
- Performs on-site inspection of the installation/ construction of utilities permitted to ensure compliance with approved permit and to very proper traffic control measures are followed.
- Performs other job responsibilities as assigned
Permit Coord. III: Includes all Duties listed above plus the following:
- Trains and instructs others in utility permit related work
- Provides regular utility permitting updates to the district utility coordinator and assists in researching problems and coordinating solutions regarding utility permitting processes and procedures; prepares correspondence.
- Reviews utility permit progress at district level for planning purposes.
- Regularly participates with and supports the district utility coordinator in district-wide utility coordination efforts.
- Performs other job responsibilities as assigned
Minimum Qualifications:
Education: High School Grad or Equivalent in general high school duties.
Permit Coordinator II:
Experience: 4 years of experience in administrative support, clerical, permit, utility, or related experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Permit Coordinator III:
Experience : 5 years of experience in administrative support, clerical, permit, utility, or related experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications:
Valid driver's license: Valid driver's license. This position requires driving a state vehicle.
Competencies:
Permit Coord. II:
- Texas Manual on Uniform Traffic Control Devices
- Reading and interpreting applicable plans, schematics, blueprints and maps
- Handling multiple task and projects
- Utility industry applicable rules, laws, and regulations
- Standard procedures relative to planning, construction and engineering fundamentals
- Reviewing and inspecting utility or related highway permits
- Right of way policies, procedures, and terminology
- Legal property descriptions
- Prioritizing and organizing work assignments
- Communicating technical information effectively
Permit Coord. III:
Includes all Competencies listed above plus the following:
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
- Leading, assigning, reviewing, and monitoring the work of others
- Generally accepted accounting principles, procedures, and terminology
- Training in a classroom, office or field environment
Physical Requirements and Working Conditions:
- Subject to inside and outside environmental conditions
- Subject to noise
- Subject to vibration
- Subject to hazards-moving vehicles / mechanical parts, high places/hear, or chemicals
- Light work: Lift up to 20lbs at a time and frequently lift or carry objects up to 10lbs
- Walking - moving on foot to accomplish task: long distance/ from one work site to another
- Talking - expressing or exchanging ideas by spoken word
- Hearing - perceive sound at normal speaking levels; receive information by oral communication
- Repetitive Motion - substantial movements of the wrists, hands, and/or fingers
- Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading
- Visual Acuity - operate motor vehicles and/or heavy equipment
- Visual Acuity - determine work quality/ make general observations of facilities / structures
