WHO ARE WE
The Texas Department of Agriculture’s Food and Nutrition Division administers 12 federal child and special nutrition programs and more than $2.5 billion in federal money annually. These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas.
WHAT YOU’LL DO
The F&N Grant Specialist will perform complex consultative services and technical assistance work related to federal grants and contracts administered by the Texas Department of Agriculture’s Food & Nutrition (F&N) division. You will support the implementation and monitoring of programs utilizing grant award funding and provide technical assistance to program staff, government agencies, community organizations, or the general public. You will work under general supervision with moderate latitude for the use of initiative and independent judgment.
PRIMARY RESPONSIBILITIES
Coordinate grant applications, letters of intent, implementation, and compliance of awarded grants.
Support procurements and amendments to grant contracts, including sub-grants.
Prepare work plans and timelines to ensure TDA’s compliance with grant conditions by monitoring agreements, contracts, budgets and expenses, activities, and federal and state regulations.
Evaluate and track TDA’s sub‑awardees’ and grantees’ compliance with grant conditions by monitoring agreements, contracts, budgets and expenses, activities, and adherence to federal and state regulations, including reviewing and approving invoices to ensure accuracy, allowability, and alignment with grant requirements.
Evaluate grantee reporting for reimbursement through multiple systems and processes. Evaluate sub-grantee activity reasonableness, necessity, and conformity with grant requirements and communicate effectively.
Research and support F&N interpretation of grant guidelines, and general F&N program regulations, support seeking and documenting clarification as needed. Maintain documentation to support audits.
Evaluate program activities and prepare reports on the effectiveness of program activities, including periodic and special reports.
Identify potential project risks and design strategies to mitigate or avoid them.
Follow all TDA policies and procedures.
Perform other duties as assigned.
QUALIFICATIONS/REQUIREMENTS FOR THE POSITION ( To be considered for the position, applicants must submit a State of Texas Application through CAPPS or WIT – experience listed on the application and/or resume must state how each of the following qualifications are met).
Bachelor’s Degree ( one year of work experience related to the essential duties may substitute for one year of college.)
Minimum three (3) years of work experience in the administration, development, coordination, and monitoring of grant activities and budgets.
Work experience compiling information, preparing technical reports, and performing analyses to determine accuracy.
Work experience in planning, developing, and evaluating the effectiveness of programs or projects.
Valid Texas driver’s license and an acceptable driving record.
PREFERRED QUALIFICATIONS
Work experience in federally administered nutrition programs.
Work experience with local, state, or federal grant or program management.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of laws and regulations pertaining to grants and/or contract administration; business administration principles and practices; research and budgeting processes; and invoicing procedures, including review for accuracy, allowability, and compliance with grant requirements.
Skills in grant preparation, development, evaluation, and monitoring; in report writing; in budget development and monitoring; and in the use of a computer and applicable software.
Ability to interpret guidelines, policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; and to communicate effectively, both orally and in writing; and to exercise sound judgment and discretion; and to maintain the highest level of confidentiality
PHYSICAL REQUIREMENTS & WORKING CONDITIONS
Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel, occasionally overnight (up to 30%).
TELEWORK & WORK HOURS
The agency does not offer telework. TDA employees are required to be physically present for work.
The agency’s core business hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday. TDA also provides limited customer service between 6:00-8:00 a.m. and 5:00-6:00 p.m.
