CIP (Capital Improvement Plans) Manager

(internally), Open until Filled (externally) Job Summary: Plans, coordinates, and manages the administration of all of the capital activities of the City; oversees the implementation and progression of capital projects, efforts and expenditure controls of the City, ensuring projects and capital approved items have been ordered, started, and encumbered. Assisting all city departments with resolution as needed, follow-through, schedules, and prompt payments to vendors. SUPERVISION RECEIVED AND EXERCISED Receives administrative direction from the Director of Finance. Exercises independent judgment and works closely with Budget, Grants Officer and Purchasing. EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Essential and other important duties and responsibilities may include, but are not limited to, the following: Essential Duties and Responsibilities: Manages and coordinates all of the city’s capital projects, which includes all items on the capital schedule, to include streets, water and sewer, upgrades, renovations, vehicles, and equipment and ensures that all departments have tools and RFPs as needed, along with resolutions to move forward according to the intent of the capital budget of all budgets. Leads and/or participates in the administration, review, and revision of policies and procedures for area of responsibility of capital projects and equipment. Addresses and facilitates the timely resolution of issues pertaining to all city capital projects; works closely with all departments to address issues related to challenges in starting, encumbering or ordering items. Ensures proper documentation and use of MS Project to track and provide monthly reports; revises capital schedules as requested and keeps the Finance Director and other City Officials apprised on status of capital projects. Works closely with the department directors or designee to assist in implementation of the capital projects. Tracks all expenses pertaining to projects, may liaise and work with purchasing or vendors. Required to complete the capital assets portion of both government and business enterprise in the ACFR annually. Required to complete and administer the budget portion of all capital annually. Participates in the development, implementation, and administration of all capital projects. Develops, prepares and maintains various reports and correspondence, including City Council agenda items, and other monthly and annual financial and capital status reports. Other Responsibilities and Duties: Perform other related duties as assigned. QUALIFICATIONS Knowledge of: Knowledge of principles and practices related to capital projects, tracking and budgeting. Knowledge of generally accepted accounting principles as applied to municipalities. Knowledge of supervisory principles, practices and methods. Knowledge of applicable state and federal laws in regard to budgeting, capital and government infrastructure Knowledge of statistical methods and data analysis. Ability to: Ability to communicate effectively, both orally and in writing. Must possess excellent leadership and persuasive skills. Ability to establish and maintain effective working relationships with City officials, staff and the public. Ability to work with a team and independently. Ability to establish timelines and meet deadlines. Ability or proficiency in analyzing problems, identifying alternative solutions, and project consequences. Ability to plan work and establish priorities. Ability to collect, summarize, analyze and report on numerous types of municipal administrative data. Ability or proficiency in the use of Word, Excel and other relevant software such as Project or related software tracking tools. Maintain mental capacity which allows the capability of:
