ROLE IMPACT
The Senior Real Estate Specialist supports public improvement initiatives by leading complex property acquisition and leasing transactions. This role ensures all real estate activities comply with legal and regulatory standards while protecting the City’s financial and legal interests. Success is defined by accurate valuations, compliant transactions, and timely project execution that enables critical infrastructure and development projects.
Key Responsibilities
• Lead complex acquisitions involving land, residential property, and right-of-way (ROW) to ensure full legal compliance and risk mitigation
• Negotiate directly with property owners to determine terms and facilitate purchase agreements and lease arrangements
• Prepare and manage documentation for capital funding requests, City Council approvals, and legal department review
• Coordinate condemnation proceedings and abandonment requests in accordance with eminent domain regulations
• Manage transaction lifecycle including appraisal coordination, title review, closing documentation, payment processing, and file management
• Conduct legal research related to ownership, zoning, easements, and property rights
• Maintain and update real estate project databases; prepare reports and presentations for senior officials and governing bodies
• Represent the City in hearings, legal proceedings, and official meetings as required
Minimum Qualifications
• Bachelor’s degree in Real Estate, Business Administration, or related field (or approved education/experience equivalency)
• Four (4) years of experience in real estate transactions, property acquisition, leasing, contract management, or related program/project management
• Demonstrated knowledge of eminent domain, property condemnation, appraisal methods, and real estate closing processes

• Database and project tracking systems
Preferred Skills
• Strong negotiation and stakeholder management skills
• Ability to manage multiple complex projects simultaneously
• Professional written and verbal communication skills
