Research Financial Analyst

Job Summary :
The Research Financial Analyst works under the leadership of the Associate Dean of Research in the School of Medicine. The essential function of this position is the fiscal responsibility and accountability of state funds as well as the monitoring of financial and accounting transactions for all research departments in the Center for Biomedical Research. This position is additionally responsible for the design, execution, and effectiveness of a system of internal controls which provides reasonable assurance that the department operations are effective and efficient, department assets are safeguarded, department financial information is reliable, and the department complies with applicable laws, regulations, policies and procedures.
Major Responsibilities / Duties / Critical Tasks:
- Compiles information for and prepares annual budgets of all research departments, entering in PeopleSoft by specified deadline.
- Monitors and maintains budget throughout the fiscal year to ensure funds are available as needed.
- Monitors all research accounts, including state, grant, designated and restricted accounts to ensure all are reconciled in a timely manner. Monitors and trains department's clerical personnel in proper procedures in preparing spreadsheets and reconciling their assigned accounts in a timely manner. Assigns new accounts to clerical personnel as needed.
- Reconciles approximately 30 accounts, including state, grant, restricted and designated funds. Supervises and reviews all account reconciliations assigned to clerical personnel and returns for correction if needed.
- Works closely with Sponsored Programs monitoring appropriate grant expenditures and account balances. Makes monetary adjustments as needed and according to each grantor's regulations.
- Prepares analysis and financial projections for accounts as required and completes transfers, corrections, and adjustments as needed.
- Generates annual financial reports of approximately 12 research endowments.
- Monitors all research endowment expenditures for appropriate use of funds as well as monitoring balances, income, and the proposed spending plans outlined in the annual fiscal reports.
- Prepares Personnel Actions (ePA's) for all research employees.
- Maintains salary incentive and records generated from grant-paid faculty salaries.
- Determines the availability & distribution of funds for academic scholarships.
- Reviews requisitions & travel documents for submission.
- Maintains all records concerning fiscal matters, personnel, and purchasing.
- Assists with interview of applicants for various positions, including vivarium personnel as well as clerical and accounting staff when requested.
- Serves as the Research Meditract Contract Originator for purchasing of capital equipment and contracted services.
- Serves as liaison with Human Resources, entering job postings as well as assisting with the preparation of s. Additionally communicates regarding payroll issues that may occur.
- Serves as liaison with other departments in areas of responsibility including Institutional System and National regulatory requirements, compiles and/or maintains statistical information for reports, prepares reports to meet Institutional, System and State requirements.
- Serves as a member of the Research Compliance Committee, Intellectual Properties Committee and as an alternate for the Vivarium Committee.

- Must be able to ensure accuracy and timeliness with all financial responsibilities.
- High attention to detail.
- Working knowledge of the National Institutes of Health (NIH) grant regulations.
- Ability to work independently, and on a team within Biomedical Research.
- Proficiency in Microsoft Office suite of products, especially Excel.
- Knowledge of research administration and the administrative requirements, cost principles, and audit requirements for federal awards.
- Technical expertise and experience working with PeopleSoft Financial and Grants modules is helpful, but not required.
Required Education / Experience:
- Bachelor's Degree in Business Administration, Accounting, or other related degrees.
- Requires 5-10 years of related work experience in accounting, finance, or related field is required.
- A combination of education and experience may be accepted.
