ArcGIS Geospatial Architect & Governance Lead

We are seeking an experienced ArcGIS Geospatial Architect & Development Lead to drive enterprise-level data analytics projects involving Medicaid and CHIP clients and provider data. This role will architect, develop, and govern enterprise GIS solutions, ensuring alignment with organizational strategies, data policies, and public health objectives. The ideal candidate will bring deep technical expertise in Esri ArcGIS, leadership in geospatial governance, and experience in Health and Human Services program delivery.
Key Responsibilities
Lead the design, implementation, and governance of ArcGIS-based geospatial solutions to map healthcare clients and provider locations.
Develop and maintain geospatial data architectures, workflows, and metadata standards to support enterprise mapping and analytics.
Collaborate with cross-functional teams, external partners, and stakeholders to define governance frameworks and enable effective data sharing and integration.
Oversee the creation and management of GIS datasets (demographic, socioeconomic, health, and program data) with focus on accuracy and completeness.
Mentor and guide GIS analysts and developers on best practices in spatial analysis, data visualization, and web mapping using ArcGIS tools.
Establish and enforce data management policies, documentation standards, and quality assurance processes .
Conduct advanced spatial analyses to support public health initiatives and compliance tracking.
Deliver dashboards, technical reports, and interactive web maps for leadership and external stakeholders.
Required Qualifications
Bachelor’s or Master’s degree in Geography, GIS, Computer Science, Public Health, or a related field.
7+ years of professional GIS experience, including at least 3 years in a lead/architect role with cloud-based architectures in health, human services, or government.
Expert-level proficiency in Esri ArcGIS (ArcGIS Pro Advanced, database management, geocoding, spatial analysis, web mapping).
5+ years with SQL Server Enterprise Geodatabases and ArcGIS integration.
5+ years with Python and SQL (functions, procedures, automation).
2+ years of Agile/Scrum development experience.
Strong experience in geospatial governance , policy development, and stakeholder engagement.
Excellent communication, technical writing, and stakeholder management skills.
Proven ability to manage multiple projects independently.
Preferred Qualifications
Experience with Medicaid, public health, or social services datasets.
Certifications in GIS (e.g., Esri Enterprise System Design Professional, ArcGIS Enterprise Administration Professional, GISP ).
Experience with machine learning, LLMs, and GeoAI for geospatial analysis and automation.
Familiarity with Snowflake Data Warehouses and ArcGIS integrations.
Experience developing custom web-based application interfaces and tools .

Start Date: November 17, 2025
Work Hours: Monday – Friday, 8:00 AM – 5:00 PM (excluding State holidays)
