Primary Purpose

Purchase supplies, services, and equipment in a cost-effective manner for the district while following established district policies, as well as, state and federal procurement rules for competitive bidding, informal quotations, and negotiations.


Education / Certification:

  • High school diploma or GED required
  • Bachelor’s degree in business administration preferred
  • TASBO certification preferred or similar certification with a concentration in procurement

Special Knowledge / Skills:

  • K nowledge of procedures for purchasing supplies, services, and equipment.
  • Knowledge of formal bidding procedures for public entities.
  • Knowledge of the process to access state negotiated purchasing contracts and other cooperative purchasing programs.
  • Ability to work with numbers in an accurate and rapid manner.
  • Ability to write clear bid specifications, manage bid process, evaluate and analyze vendor proposals.
  • Proficient in keyboarding and file maintenance.
  • Ability to deal effectively with vendor representatives.
  • Effective organizational, communication, and interpersonal skills.


Experience:

  • Three years purchasing experience in public education preferred

Responsibilities:

  • Responsible for daily review and approval of purchasing requisitions to ensure they are compliant with state and federal laws, local policy, and district procedures.
  • Research and prepare bid specifications and documents for items to be purchased, including notice and instruction to bidders, specifications, and form of proposal, in accordance with applicable statutes, laws, and polices.
  • Prepare and submit legal advertisements and schedules associated with assigned bids in accordance with applicable statutes, laws, and policies.
  • Responsible for bid openings, review of submitted bid responses for compliance, bid tabulations, award recommendations, including board agenda items and acceptance/rejection letters for assigned bids.
  • Work with supplier representatives to ensure full understanding of bid requirements and to maintain awareness of product changes, price changes, or other information that could materially affect purchasing of items.
  • Work cooperatively with district personnel to determine specific requirements and assist in locating necessary goods and services.
  • Assist with planning, developing, implementing, and delivering purchasing policy and procedure training to district personnel.
  • Prepare and maintain vendor and bidder lists.
  • Verify and maintain all required vendor documentation, such as W-9 forms, certifications, and licenses.
  • Manage vendor data, setup, and updates within the district's & Enterprise Resource Planning (ERP) system
  • Prepare and maintain purchasing manuals, forms, and reports using a personal computer.
  • Attend construction meetings as necessary to assist with procurement of furniture, fixtures, and equipment.
  • Review construction purchases to ensure compliance with local policy and state law.
  • Provide assistance with year end financial audit.
  • Monitor compliance of federal purchasing guidelines.
  • Develop and maintain commodity codes to track federal purchasing thresholds.
  • Follow district safety protocols and emergency procedures.
  • Participate in meetings and special events as assigned.
  • Participate in professional development activities to maintain and facilitate knowledge in areas of responsibility.
  • Responsible for timely and accurate review/approval of vendor marketplace orders.
  • Process Texas Ethics Commission’s Form 1295 on Contractors/Vendors.
  • Verify vendor status with System for Award Management database.
  • Perform other duties as assigned.
